Arizona Senate Bill 1045: Hospitals and Illegal Immigration

In a proposed AZ bill, in the case of non-emergency care, hospitals would be required to confirm a patient is legally in the United States before admitting them. Medical care, regardless of citizen status, would not be withheld. Is this a practical idea? Any potential problems? Other possible concerns? And should this bill become law, should other states pass similar laws?
