Who is responsibile for the cold and snow misery?

Bush got the blame for the deaths and misery caused by Katrina. Wouldn't it be equally fair to say Obama is responsible for the deaths and misery in NYC, and other places, due to the lack of help? People have been stranded with no food or heat. Where is our president, Obama? In Hawaii, of course. Living it up, in his own highly expensive way of life. Vanderbilts, Rockefellers, Kennedys = Obamas. Where was the National Guard and other federal help when a baby died after 911 was called with no response for hours?
