CHARLESTON - The region's third lottery millionaire was announced on Monday in Charleston by the West Virginia Lottery.
The latest is Ricky Hall, a construction worker from Arnoldsburg who purchased his ticket at Duke Oil in Ripley and played his own numbers for Saturday's Powerball draw, the lottery said.
In March, Beverly Swartzmiller of Tyler County won $2 million and Katie Ivers of Ritchie County won $1 million.

Hall matched five numbers, missing only the Powerball. He was joined Monday at the press conference by his wife Patty and their three children.
"It will help get our kids through college and make life a little easier," Hall said.
Hall's wife, Patty, said her husband travels for work and has been a good provider for the family, but the winnings will help them pay bills and maybe take a long-awaited vacation to the West.
Duke Oil will receive a $10,000 sales bonus for selling the lucky ticket.
Three separate tickets in West Virginia matched five numbers in Saturday's Powerball drawing, the most ever for the state in a single Powerball draw, the lottery said. One of those players also paid the extra $1 for the Powerplay option, so their prize amount increases to $2 million.
The $2 million winner has contacted the lottery and will be announced this afternoon, the lottery said.
Saturday's numbers were 5, 15, 16, 46, 49 with 26 as the Powerball number.
West Virginia has been on a streak for producing $1 million or more winners from the multi-state lottery games this year. Counting this weekend's three winners and a still unclaimed $1 million Powerball ticket sold for the Feb. 12 drawing in Wheeling, West Virginia has had 10 tickets from the Powerball and Mega Millions games sold or claimed this year, doubling the previous record of five that set in each of the last two years.
Today's Mega Millions jackpot is $92 million and Wednesday's Powerball jackpot is estimated at $70 million.
