PARKERSBURG - An appeal of the appraisal on property at 3100 Detroit Ave. in Vienna was filed Thursday on behalf of a Vienna residential property owner.
Wood County commissioners sit as the Board of Equalization and Review during the month of February to hear appeals of property appraisals.
Attorney Bob Fluharty appeared before the board Thursday on behalf of the property owner, Glenna Alleman, who he said is a patient in an assisted living facility in Ohio. Fluharty told the board he asked G. David Hartleben, a certified, licensed appraiser, to appraise the property. "His appraisal says the property is worth $33,000," Fluharty said.

Attorney Bob Fluharty filed a property value appeal on behalf of a Vienna owner Thursday. Wood County commissioners meet as the Board of Equalization and Review in February. Dean Cottrell, seated at table, chief appraiser with the county assessor’s office, outlined the values set by the office.
According to Dean Cottrell, chief appraiser for the Wood County Assessor's Office, the assessor's office has an appraisal of $43,100 on the lot/home and $7,300 on another vacant lot that is part of the property.
Hartleben told the commissioners he went through the home and property, which is surrounded by the former Johns Manville plant. "It is an older home, of modest quality. It's been maintained, but not updated," he said, noting it's also zoned R-2 so nothing could be done with the property other than for residential use.
Assessor's office appraiser Andy Hartleben and Assessor Richard Shaffer also attended the hearing. It was stated Andy and the independent appraiser are cousins but have no financial interests with one another. Andy Hartleben did not speak during Thursday's hearing; he only operated a computer program showing a map of the area where the property is located so the board could see the property.
"We did not know of the restrictions on the property, so I went back out and looked at it again. These types of properties are hard to value, but I will say I think we tend to agree with the independent appraisal," Cottrell said.
"We will look further at the independent appraisal and probably agree. On Monday, we will provide you with a recommendation," Shaffer said.
Thursday was the last day for appeals to be filed. The commissioners plan to review the properties appealed on Monday and formally adjourn as the board. Property owners will be notified in writing of the outcome of their appeals. If they are dissatisfied with the outcome, they can file an appeal in circuit court.
Appeals were filed earlier with the board on behalf of Woodridge Plantation Golf Club in Mineral Wells, and two residential ones including Millstone, a Vienna subdivision. Parkersburg Medical Associates challenged the value placed on a vacant building at 1122 Market St. and representatives of Fenton Art Glass appealed the value set by the state for personal property on some inventory. The state handles industrial property appraisals. The assessor's office is responsible for commercial and residential property appraisals.
Failure to file an appeal before the board during its February session means the taxpayer forfeits the right of appeal. Changes made by the board are in effect one year.
