Wood County completes January indictments

PARKERSBURG - Six sealed indictments were opened in arraignments in Wood County Circuit Court Friday.

In an appearance before Judge Jeffrey Reed, the six had been arrested in July in connection with the discovery of a methamphetamine lab in a Reed Street house, officials said.

Ricky Lee Stull, 53, 602 Reed St., Parkersburg; Landry B. Smith, 27, 777 Devaughn Road, Walker; Timothy W. Hughes, 36, 206 Forest Way, Waverly, and James R. Walters, 30, address unknown, were indicted on two counts each of operating or attempting to operate a clandestine drug lab, possession of pseudoephedrine with intent to use it to manufacture methamphetamine. Also indicted were Ashley D. Wilson, 24, and Melissa P. Peckens, 44, both of 1123 Swann St., Parkersburg, on one charge of possession of pseudoephedrine with intent to use it to manufacture methamphetamine.

Stull, Wilson and Peckens for their arraignments, entered pleas of innocent to the charges and their trial dates were set for April 23 before Reed. Warrants were issued for Smith, Hughes and Walters.

Walters, who is on probation, was a co-defendant with Jaymason Robinson in the double homicide of Lester Allen Wratchford and Eric Lee Sprouse in September 2009 in Parkersburg, the task force said. Walters pleaded guilty to third-degree arson on April 13, 2010, and was sentenced in September 2010 to 1-3 years in prison with credit for 238 days served.

Stull, Smith, Hughes and Walters were arrested in July after agents from the Parkersburg Narcotics and Violent Crimes Task Force and Parkersburg Police officers entered a Reed Street house where several people were inside. Agents located drug paraphernalia in rooms, including needles, smoking devices, foil and small plastic bags, the task force said. Also found were white substances and a heating element that a witness said was used to cook methamphetamine, officials said.

While evidence in the house was being processed, a 1985 truck driven by Walters and with a young male child as a passenger arrived at the residence, the task force said. He was identified as a person of interest in the investigation, police said.

In other arraignments before Reed:

* Heather Renee Bailey, 24, 1815 Cameron Ave., Parkersburg, was indicted on a charge of delivery of a controlled substance from August 2012. She entered an innocent plea and the trial was set for March 12.

* Jamie Lynn Bishop, 30, in custody at the North Central Regional Jail, was indicted on a charge of third-offense driving while license revoked for DUI from May 2012. She entered an innocent plea and the trial was set for March 19.

* John Francis Buksar, 43, 1329 1/2 Broadway Ave., Unit 4, Parkersburg, was indicted on a charge of attempt to commit false pretense from April 2012. He entered an innocent plea and the trial was set for April 23.

* Frederick Scott Charlton, 37, in custody at the North Central Regional Jail, was indicted on charges of burglary, malicious assault and second-offense domestic battery, all from October 2012. He entered an innocent plea and the trial was set for April 16.

* Michelle Marie Curran, 25, and Angela L. Curran, 28, both of 1208 14th St., Parkersburg, were named as co-defendants in the indictment charging them with two counts of battery. Michelle Curran was also indicted on three counts of wanton endangerment involving a firearm all from July 2012. They entered innocent pleas and their trials were set for April 23.

* Samuel E. Dotson, 42, in custody at the North Central Regional Jail, was indicted on eight counts of fraudulent use of an access device from May and June 2012. He entered an innocent plea and the trial was set for April 16.

* Brayn Houge, 51, in custody at the North Central Regional Jail, was indicted on charges of operating or attempting to operate a clandestine drug laboratory and exposure of children to methamphetamine manufacturing from December 2012. He entered an innocent plea and the trial was set for April 16.

* Jennifer Hunt, 43, 609 19th St., Vienna, was indicted on an embezzlement charge from January 2007 to June 2012. She entered an innocent plea and the trial was set for April 23.

* Jeffrey E. Kesterson, 52, 1030 Market St., Apt. 310, Parkersburg, was indicted on charges of distribution of material depicting minors engaged in sexually explicit conduct from October 2011 and 18 counts of possession of material depicting minors engaged in sexually explicit conduct from November 2011. He entered an innocent plea and the trial was set for April 23.

* Phillip Knittel, 49, 312 Red Hill Road, Parkersburg, was indicted on a charge of third-offense domestic battery from April 2012. He did not appear since his is incarcerated in Pennsylvania.

* Derick Stephen McCloy, 24, in custody at the North Central Regional Jail, was indicted on a charge of first-degree robbery from August 2012. He entered an innocent plea and the trial was set for April 23.

* Dustin M. Maxwell, 32, in custody at the North Central Regional Jail, was indicted on two counts of burglary and one count each of unlawful entry and grand larceny, all from March 2012. He entered an innocent plea and the trial was set for March 19.

* Jared Matthew Murray, 22, 705 56th St., Vienna, was indicted on charges of delivery of a controlled substance within 1,000 feet of a public elementary school and three counts of delivery of a controlled substance from February and March 2012. He entered an innocent plea and the trial was set for March 19.

* Steven Alexander Riggins, 34, 40 South Park Villa, Parkersburg, was indicted on two counts of third-offense domestic battery from April 2012. He entered an innocent plea and the trial was set for April 16.

* Lisa Jayne Schmidt, 47, 2813 Soyer St., No. 3, Parkersburg, was indicted on a grand larceny charge from April 2012. She entered an innocent plea and the trial was set for April 16.

* James Joseph Trussell, 32, 34 Prince Court, Lot 8, Parkersburg, was indicted on a charge of third-offense driving while license revoked for DUI from May 2012. He entered an innocent plea and the trial was set for March 19.

Arraignments before Judge J.D. Beane:

* Connie S. Bailey, 42, 2704 McKinley Ave., Apt. 4, Parkersburg, was indicted on charges of third-offense shoplifting from December 2011 and grand larceny from March 2012. She entered an innocent plea and the trial was set for Feb. 26.

* Robert Lamar Bates-Porter, 25, 1612 Hill St., Belpre, was indicted on a charge of possession of a controlled substance with intent to deliver from March 2012. He entered an innocent plea and the trial was set for April 9.

* Donnie Lee Bradley, 30, 1314 Spring St., Apt. 2, Parkersburg, and Coy W. Goff, 21, 1005 19th St., Apt. A, Parkersburg, were named as co-defendants in an indictment charging them with burglary and unlawful entry from June 2012. Bradley did not appear and a warrant was issued. Goff entered an innocent plea and the trial was set for March 26.

* John Caplinger, 28, in custody at the North Central Regional Jail, was indicted on charges of attempted grand larceny, breaking and entering and grand larceny from September 2012. He entered an innocent plea and the trial was set for April 23.

* Jerermy Lincoln Cox, 41, 2635 Love Hill Road, Waverly, was indicted on charges of third-offense driving while license revoked for DUI from March 2012. He entered an innocent plea and the trial was set for April 30.

* Dennis Lamont Davis, 37, in custody at the North Central Regional Jail, was indicted on charges of third-offense DUI and driving while license revoked for DUI from December 2012. He entered an innocent plea and the trial was set for April 9.

* Craig Eugene Halfhill, 21, 3309 Sixth Ave., Parkersburg, was indicted on charges of deliver of a controlled substance from March 2012 and possession of a controlled substance with intent to deliver from April 2012. He entered an innocent plea and the trial was set for April 30.

* Kenneth Allen Hutson, 32, in custody at the North Central Regional Jail, was indicted on three counts of second-offense failure to provide notice of registration charges from September 2011 to March 2012 and one count of second-offense failure to register from March 2012. He entered an innocent plea and the trial was set for April 30.

* Amy Lynn Kestner, also known as Amy Avia Ramirez, 37, 237 Harry Ave., Sikeston, Mo., was indicted on three counts of grand larceny. She entered an innocent plea and the trial was set for April 30.

* Timothy J. Linton, 39, 1103 George St., Parkersburg, indicted on eight counts of fraudulent use of an access device from October 2011. He did not appear and a warrant was issued.

* Norman Ratlilff Jr., 56, 1012 1/2 Seventh St., Parkersburg was indicted on charges of forgery, uttering, two counts of DUI, third-offense driving while license revoked for DUI, possession of a controlled substance, two counts of second-offense failure to provide notice of registration changes, second-degree robbery and robbery, all from October and November 2012. He entered an innocent plea and the trial was set for April 23.

* Doyal Scarberry, 22, in custody at the North Central Regional Jail, was indicted on charges of first-degree robbery, conspiracy to commit robbery, malicious assault and conspiracy to commit malicious assault, all from August 2012. He entered an innocent plea and the trial was set for March 26.

* Joshua Eugene Smith, 33, in custody at the North Central Regional Jail, was indicted on charges of burglary, unlawful entry, grand larceny and transferring stolen property from October 2012. He entered an innocent plea and the trial was set for April 30.

* Lindsey S. Tibbs, 34, 138 Fifth St., Parkersburg, was indicted on charges of malicious assault and unlawful restraint from March 2012. He entered an innocent plea and the trial was set for April 23.

* Ronda Williams, 40, 1302 13th Ave., Vienna, was indicted on a welfare fraud charge from April through November 2010. She entered an innocent plea and the trial was set for March 12.

* Billie Raye Lemley, 29, 818 19th St., Parkersburg, was indicted on a charge of delivery of a controlled substance, cocaine. She entered an innocent plea and her trial date was set for April 9.

Arraignments before Judge Robert Waters:

* John L. Athey, 46, 13355 Ohio 93, Jackson, Ohio, was indicted on an embezzlement charge from November 2010. He entered an innocent plea and the trial was set for March 19

* Jody Alan Bartram, 31, in custody at the North Central Regional Jail, was indicted on charges of breaking and entering, entering without breaking, fleeing from an officer, breaking and entering an automobile, entering without breaking an automobile, petit larceny and assault on a government representative, all from February 2012. He entered an innocent plea and the trial was set for April 10.

* Brandon Michael Blouin, 20, 1585 Lois St., Belpre, was indicted on charges of wanton endangerment involving a firearm and destruction of property from August 2012. His arraignment was continued to a later date.

* Aaron W. Callihan, 34, 2617 27th Ave., Parkersburg, was indicted on charges of operating or attempting to operate a clandestine drug laboratory from October 2012. He entered an innocent plea and the trial was set for April 16.

* Timothy Paul Charlton, 31, in custody at the North Central Regional Jail, was indicted on charges of attempted burglary and destruction of property, all from November 2011. He entered an innocent plea and the trial was set for April 10.

* Brett Douglas Davis, 41, 8 Worthington Lane, Parkersburg, was indicted on charges of fleeing from an officer in a vehicle while DUI, third-offense DUI and second-offense driving while license revoked for DUI from April 2012. He entered an innocent plea and the trial was set for April 16.

* Jeffrey Lewis Els, 30, in custody at the North Central Regional Jail, was indicted on charges of third-offense DUI and driving while license revoked for DUI from April 2012. He entered an innocent plea and the trial was set for March 13.

* Jeffrey E. Kesterson, 52, 1030 Market St., Apt. 310, Parkersburg, was indicted on charges of distribution of material depicting minors engaged in sexually explicit conduct from October 2011 and 18 counts of possession of material depicting minors engaged in sexually explicit conduct from November 2011. His arraignment was continued to 9 a.m. Feb. 4.

* Monica McMurray, 19, 1509 Crescent St., Parkersburg, Ronald Corbin, 30, 1710 31st St., Apt. 5, Parkersburg and Jessica Vannoy, 20, 480 E. Maple St., Davisville, were named as co-defendants. McMurray was indicted on five outs of uttering and one count each of burglary, conspiracy to commit burglary, unlawful entry, conspiracy to commit unlawful entry, grand larceny, conspiracy to commit grand larceny, all from November 2011 and forgery, conspiracy to commit forgery and conspiracy to commit uttering, all from February 2012. Corbin was indicted on a count of uttering from June 2011 and Vannoy was indicted on two counts each of fraudulent use of an access device and conspiracy to commit fraudulent use of an access device and one count each of forgery, conspiracy to commit forgery, uttering and conspiracy to commit uttering, all from February 2012. McMurray and Corbin entered innocent pleas and the trial was set for April 23. Vannoy did not appear and a warrant was issued.

* Gabriella Calloway, 21, 3313 Smith St., Parkersburg, and Amy Patterson, 21, 571 Fifth St., Parkersburg, were named as co-defendants. Calloway was indicted on charges of burglary, conspiracy to commit burglary, unlawful entry, conspiracy to commit unlawful entry, grand larceny and conspiracy to commit grand larceny, all from November 2011. Patterson was indicted on 10 counts of fraudulent use of an access device and nine counts of conspiracy to commit fraudulent use of an access device from September 2012. Calloway entered an innocent plea and the trial was set for April 23. Patterson's arraignment was continued to a later date.

* Heather Morris, 30, and Angela Morris, 27, both of 903 13th Ave., Paarkersburg, were named co-defendants charging them with two counts each of fraudulent use of an access device and conspiracy to commit fraudulent use of an access device from March 2012. They entered an innocent plea and the trial was set for April 30.

* Alan Philpott, 45, 113 Elm Tree Drive, Parkersburg, was indicted on a charge of welfare fraud from June 2009 through October 2010. He entered an innocent plea and the trial was set for April 30.

* Keith Saunders, 43, 906 Lynn St., Parkersburg, was indicted on six counts for delivery of a controlled substance from July 2011 through October 2012. He entered an innocent plea and the trial was set for April 30.

* James Scott Smearman, 33, 1613 Lawrence St., Parkersburg, indicted on operating or attempting to operate a clandestine drug laboratory and exposure of children to methamphetamine manufacturing from November 2011. He entered an innocent plea and the trial was set for April 10.

* Arthur Allen Thornton, 42, 3509 Sixth Ave., Parkersburg, was indicted on one count of unlawful taking of a vehicle from July 2012 and three counts each of forgery and uttering and fraudulent use of an access device from September 2012. He entered an innocent plea and the trial was set for April 16.

* Sarah Jane Whytsell, 33, 1500 Core Road, Parkersburg, was indicted on charges of operating or attempting to operate a clandestine drug laboratory from August 2012. She entered an innocent plea and the trial was set for April 30.
