Man killed in ATV accident

FLEMING - A Warren Local student was the first to spot the wreckage of a fatal four-wheeling accident that occurred in Fleming Tuesday.

Steven N. Proctor, 55, of 2318 Deming Road, was pronounced dead at the scene, said Washington County Sheriff Larry Mincks.

"He was actually discovered by a child on a passing school bus. He saw the four-wheeler lying upside down," said Mincks.

When he got off the school bus Tuesday afternoon, the child informed an adult. The two then took an ATV to where the child specified and found the body, said Mincks.

The state of the body led officers to believe the crash happened well before being discovered.

"The body had likely been there for quite some time, hours probably," said Mincks.

Though no one witnessed the accident, officers believe Proctor was driving around on a hillside and lost control of the vehicle. It appeared the ATV flipped on top of him, possibly multiple times, while rolling down the hill.

Proctor was apparently able to get the four-wheeler off of him, but was unable to move from the scene. The exact cause of death is unknown at this time, but no foul play is suspected, said Mincks.
