The bride-to-be is the daughter of Tim and Carol Goosman of Washington, W.Va..
She is the granddaughter of the late Gordon and Annette Goosman of Parkersburg and the late Charles and Lady Ruth Scott of Parkersburg. She is a 2005 graduate of Parkersburg South High School, a 2007 graduate of West Virginia University at Parkersburg with an associate's degree in nursing and a 2009 graduate of West Virginia University with a bachelor's degree in nursing.

The prospective bridegroom is the son of Greg and Terry Higgins of Belleville. He is the grandson of Ray and the late Geraldine Boso of Parkersburg and Lillian and the late George Higgins of Parkersburg. He is a 2005 graduate of Parkersburg South High School and a 2009 graduate of West Virginia University with a bachelor's degree in computer engineering. He is employed by TASC in Fairmont.
An Oct. 15 wedding is planned at Washington United Methodist Church with a reception to follow in the church fellowship hall.
