OCEANA, W.Va. (AP) — Oceana's Town Council is considering banning drug paraphernalia to combat illegal drug use.
A proposed ordinance would make it illegal to have any equipment, product or material that's modified to make, use or conceal illegal drugs.
Councilman Jim Cook tells The Register-Herald (http://bit.ly/1rtHxIH ) that the ordinance sends a message that the town is serious about fighting illegal drug use.
Cook says those convicted of a first offense would face a $500 fine. The fine for a second offense would be $1,000. The penalty for subsequent offenses would be a $2,000 fine.
Cook says a first reading of the ordinance is scheduled this month. A second reading will be held in July. If approved, it would become effective after 30 days.
