Commissioners seek insight on Boreman project
Jody MurphyPARKERSBURG - As the Fort Boreman armory project picks up steam, county leaders are seeking better communication and insight from officials.
City officials have been working with the Wood County Economic Development Authority to secure a new National Guard armory/civic arena complex on Fort Boreman. Some county officials say they have been left out of the project.
Wood County commissioners Rick Modesitt and Blair Couch would like to be better informed as the project moves along.
"To be perfectly honest, we have been left in the dark," Modesitt said.
"We don't know where they are at or how we can be a part of this," Couch added.
The development authority recently obtained an option to purchase 200 acres near Fort Boreman Historic Park from the McDonough Corp. Boreman is inside city limits. Officials believe the armory project will also attract millions in business, retail and recreation development in the area.
Officials have been trying to put the project in play for several years, accompanying U.S. National Guard officials and U.S. Rep. Alan Mollohan, D-W.Va., to a similar project in Summersville and making a few trips to Washington, D.C., for face-to-face meetings.
"You have everybody rowing in the same direction," Modesitt said. "With the exception of the commission, who wasn't in the boat."
WCEDA President Keith Burdette said until recently there wasn't much information to provide.
"I don't want anybody to feel they weren't included," he said. "There wasn't a lot to include, but that is about to change."
More than $3.2 million has been appropriated by Mollohan for the engineering and design of a new National Guard armory. The money includes planning and design for a readiness center and field maintenance shop. Burdette said the money could be available to the Guard as early as January.
Meanwhile, the authority is working feverishly to knit a deal together that will allow the development to proceed.
In the coming weeks, Burdette said local government officials will have to make some decisions on the project.
"When the president signs the appropriations (bill) the money becomes available to the Guard and we will have a pretty short window in which to make some decision as to how, or who, participates," he said.
He noted the city of Parkersburg has yet to make any official decision.
"The members of the county commission know just as much as members of the city council," Burdette said. "Nobody should get bent out of shape yet."
In the coming days Burdette plans to make a presentation to the commission on the project. Mayor Bob Newell said he will send commissioners a letter on the project.
"There needs to be an overture to the county," Burdette said. "Not so much for money, but to see if the county wants to participate in the process."
Couch said he understand the need for Burdette and city officials to be the lead on this project.
"If they need our assistance, they will reach out," he said. "I trust Newell and the city and Keith. I am assuming at some point they will come forward and say 'Here's our plan and here's what we need from you.'"

I commend Mayor Newell and his staff as well as The Area Roundtable and the County Commision in its efforts to bring an Events Center to the City of Parkersburg. It is a much needed addition to the Mid Ohio Valley. The success however of a project of this magnitude is dependent on the support of the people of the area. This facility could become a "community treasure" and reignite investment and job growth for the area. Growth and progress can be obtained when visonary government leaders along with progressive thinkers in the business community, through clear communication, marshall the support of the people. It is true that most civic centers do not directly make money. Their contribution to the community is by spuring activity in surrounding business such as food and beverage, parking, hotels, construction jobs, full and part time staff jobs at the facility, staging, sound and lighting services. This is another perfect example of Pothole Bob’s traveling one man band. PHB wants to run the show and pay for it of the backs of others. The reason the commissioners are kept in the dark is because Newell wants to say, look what I have accomplished. If we sit back and look at the events of the past three years Newell has shown very little vision other that that forged on the ideas of others. We have endured theft of money from the finance director, over expenditures so that council members were shorted in street money, he over spent his imagine that, did not have the oversight ability to foresee a two million dollar overage of construction funds, all under the watchful eye of Newell, what other negligence can we expect from him. Of course the other civic center loose money. Those buildings are setting empty, because (1) can't afford to bring in big name entertainment and (2) us poor folks, who's tax dollar they want to spend, we can't afford to buy a ticket to attend event. But, I'll bet you if it is built, the one person that is set to make some bucks off of it will be Commissioner Rick Modesitt of Rick Modesitt and Associates. Commissioner Rick will get first shot to book the shows. A little extra money in the back pocket never hurts. Right? Anyone up for a helicopter ride?

Maybe they will build a chair lift like at the ski resorts and we can take rides from the new point park to the top of Boreman, the take a sheriff helicopter ride around Blennerhassett Island and back. Between the 3 commissioners, the mayor and Burdette, we've got plenty of circus people to sell tickets. Maybe it will be ready for the big Parkersburg anniversary. It's just one big 3 ring circus here in Wood County!!!

When the helicopter get refurbished we can mount our plastic cannon on it. I can't hardly wait. This center sounds like a big sucking sound our tax money is sucked into.

Seeing some of the decisions made as of late, I can see WHY no-one even wants them to look at the boat, let alone be able to board. New engines, gold plated gangplanks, why the boat would end up costing more than the project. Not to forget another $70,000.00 survey to see how long it takes to get to the complex from timbucktoo. Get some insight from the local insane asylum would make more sense, because even a busted clock is right twice a day.

Does Parkersburg really need a civic center the way that the economy is right now? Does our local National Guard units need a new armory? Still haven't heard what Guard unit(s) would move into a new facility. Who runs the facility. AND.....why would anyone what to put a facility like this on top of a hill on a dead end road??? Unbelievable......
