County to buy cannon for Fort Boreman Park

PARKERSBURG - Wood County commissioners authorized purchase of a replica cannon reminiscent of ones used during the Civil War at Fort Boreman.

During an earlier meeting, commission President Rick Modesitt said park visitors have commented on the lack of artillery at the top of the hill where the reproduced earthen fort is located.

"I'd like to see us move forward on getting something up there. I've had people comment that when you get to the top of the hill there's nothing up there, other than the view. This will be educational and a good attraction," Modesitt said of the new display.

The commissioners asked Jim Miracle, a local Civil War re-enactor and coordinator of Carlin's Battery, to research possibilities. Miracle met with the commissioners Thursday.

"It is a replica of a 3-inch ordnance rifle, its carriage and a sound system that will be motion-activated and includes cannon firing sounds and a localized narrative can be added," Miracle said. "This is the type of weapon that would actually have been used on the hill when Carlin's Battery was there, however this replica is made of PVC so it will be completely weather-proof."

The cannon is being purchased from the Civil War Cannon Co. of Gloucester, Va., for $7,000. The purchase will be made from the park funds.

The sound system allows recorded gun sounds from Civil War cannon to be broadcast from hidden speakers located near the emplacement. The sounds are triggered either by a person passing by the gun emplacement or by the push of a button on a stand. The sounds can also be triggered by a wireless remote clicker. The speaker system is rated at up to 40 watts, which means the gun sounds can be heard up to 2,000 feet away. The system is weatherized.

"Since it's made of PVC it will be more durable so it can sit up there even in the winter without deteriorating," Miracle said. The cannon will also have cannon balls nearby so visitors can see what they looked like, but it will not be fireable and thus not a safety hazard.

"This company makes these replicas for the National Park Service," Miracle said. Officials said the cannon should be delivered within 60-90 days.

The 3-inch (76 mm) ordnance rifle was the most widely used rifled gun during the war. Invented by John Griffen, it was extremely durable, with the barrel of an actual weapon made of wrought iron, and known for its accuracy.

The original Carlin's Battery D was organized in August 1862 with John Carlin as captain. In August 1863 the unit was at Wheeling and in September 1864 Carlin received orders to proceed with his command to Parkersburg and take charge of fortifications at the post. The unit remained in Parkersburg until mustered out on June 27, 1865.

The county already has a working replica Civil War-era 10-pound Parrot cannon manufactured by Cannon Ltd. in Coolville, Ohio, which is realistic down to the paint job. It is mounted on a reproduction No. 1 field carriage. This cannon is kept in storage until used for ceremonies or special events.

"If left out in the weather, that cannon would deteriorate. It is also fireable so it can't be left out for safety reasons," Miracle said.

A second cannon, donated by Curtis and Jeane Smith in remembrance of Al, Bill and Bob Smith and Spencer Creel, is also not fireable. It was refurbished and was placed in the main park area for display during spring and summer months.

The long john cannon is more visable to many veterans in the city park and belongs with the memorial of thoes who fought for our country. It has never been proven that it actually came from Fort Borman. The comission spent plenty on a replica cannon for reeactment that can be wheeled in on a trailer what was that cost 12,000. dollars ? Where is it? If you want to buy a plastic cannon raise money for it, personally I agree it sounds like a waste of money and tacky to boot! Whos name will be plastered on it? Seems like the entire park is a nothing but a memorial to thoes who built it anyway. Our forefathers did not find it important enough leave their lagacy behind by putting a plachard their names on anything up there. Save our money and spend it more wisely

I'll bet a dollar it was purchased north of the Mason Dixon line. And great move on the county's part. It will create one part time job in the summer. Someone has to Armour-All it. Who's gonna polish the balls?

Yeah, a plastic, over priced cannon is just what this area needs. Good deal. Are we now in competition with obama to waste money and spend on stupid stuff? He's still winning, though. Nobama 2012.

And, BTW, Carlin's Battery, the men that operate the working cannon, go to schools, go to reenactments throughout the state and area. They act as great ambassadors of Wood County and provide an outreach that has impacted many. They don't get paid a dime for their time, they do their part as volunteers.

Perhaps if History Pro 2 would volunteer with Carlin's Battery, he could help them do better. Nothing beats a great mind and great person to volunteer with a group in a productive manner.

Having the city move Long Tom back to where it could have been a focal point of Fort Boreman with historical markers about its history, who brought it to Parkersburg and Wood County, and those that recovered it. Instead it sits in a dark and lonely corner of city park, without any mention of the G.A.R.

Where is the who, what, when or where about Long Tom? Wouldn't it be great to have the history marked with the kind of signs that Fort Boreman has at the point and throughout the park?The only information for Long Tom is a small marker: "Long Tom" Maintained by Kiwanis.

Running a water line to the park was priced at 200K 4 or 5 years ago. Perhaps when the Armory plan gets going, water will be run up, as long as the Four Million price that the Area Roundtable has optioned doesn't bust that bank.

The park is supported by a User Tax, the Hotel Motel Tax. Most, if not all, of the tax is brought in by visitors to the area. Providing a better attraction is a good use of t

Taxes are still paid by We The Sheeple, no matter which denomination of herd it is, the stationary or mobile. Hitting up the manufacture for a donation of such cannon would have been the way to try, for history's sake.

The money that went into the park to do the restroom, playground, cabin and cannon all came from the Parks Funds.

Question: Where do these funds come from?

Answer: Hotel Motel Tax.

This is a crying shame! Seven grand for a plastic cannon that can't even be used to fire down upon these imbeciles who CANNOT throw money away fast enough. Who's footing the bill for this drivel? Why We The Sheeple, that's who. Maybe the people can get a grant for a WORKING 105mm howitzer, depress the barrel, and wake those morons up, give them a reason for the justice center, when they drag themselves out of the rubble. Off they go, to spend OUR dough, without their common sense: They are the doughnuts!!

First thing I thought of when I read this was the Andy Griffith show and the antique dealer who came through town to buy their cannon...(I don't see it working out as well for Pburg though) It kills me that they're spending so much on this "Historical Park"...yet the cannon is plastic and the log cabin has a tin roof...STUPID

What a waste of taxpayers money! How many cannon is neaded for the hill. When the cannon that was bought from Cannons Unlimited was purchased it was supposed to be put on the top of the hill and a safety plug put in the muzzel of it and a safety implement on the breach.This cannon already in possesion of the county has become a toy for Jim Miricle and his followers and was bought for Ft Boreman Hill and not to be hauled to reenactments out of state. That $7,000 dollars would be of more use for someone to actually teach them the propper way to exacute Artillery drill. These guys is going to really get someone hurt.IMO the County really needs to reconsider, But you know what they say, A fool and his money will soon depart.The bad thing is that its our money that is being wasted.

As a former resident and a visitor to the "new" Ft. Boreman, I believe that it deserves what is being done to preserve some good history. Parkersburg should be proud of the many positive improvements going on!
