Ritchie toddler found unharmed

PENNSBORO - A 2-year-old girl was found unharmed Friday evening near her home in Ritchie County after being reported missing seven hours earlier, officials said.

Officials began a search when Raven Midnight Owens went missing around 11 a.m. near her house on Oil Ridge Road.

A dispatcher with Ritchie County Central Communications said Owens was last seen by her mother playing with a kitten near her residence on Oil Ridge Road off of Ritchie County 31.

West Virginia State Police and Pennsboro and Ellenboro volunteer fire departments joined the Ritchie County Sheriff's Office in the search for Owens Friday.

She was found at 6:40 p.m. by officials near her home, said Justin Simmons with Ritchie County Central Communications.

She appeared to be unharmed, but Owens was taken to St. Joseph's Hospital Friday evening for evaluation, he said.

Officials with Ritchie County Central Communications would not provide details on where Owens was found or give the names of her parents.

What does that have to do with her having gone missing?

I once found an 18 month old child in the middle of street with a 45 MPH speed limit. This happened in February. The child was dressed in PJ's and slippers and had been put out on the front porch to play. After locating his mother, I called CPS. There was already an open case on her other children, and eventually she lost all of them due to neglect.

Sadly, the system usually gives parents years of "chances" before removing the children.
