Sterilize the mothers and castrate the fathers after hunting them down. Put a stop to all the welfare babies. If one cannot afford to have children abort and cut the tubes.

The problem is the misguided policy that attempts to keep the children with the parent. Some people are not fit to be parents. They can't support themselves, let alone children. They can make babies, but they are unfit to be parents. The babies don't have a chance at a normal life. They will be a burden to society and they will have babies that will continue the cycle. If the children are permanently removed from the situation, they could at least have a chance of a normal life. Child neglect is child abuse. The sooner a child is removed from a bad situation, the better. The Child Welfare Workers have a thankless job and do the best they can.
