How about "beautifying" some of the other streets in town? IE: Latrobe St? The sidewalks are barely usable and forget riding a bike or wheelchair on it. You can't even walk comfortably on it as it is so broken up you constantly trip or fall. That is probably why so many people walk in the street there.

Makes sense doesn't it? Mandate bicyclists to use the sidewalks, then make the sidewalks more narrow.
Sounds like a good solution.
The problem: large areas of pavement (& roof) cause rain to run off rapidly. & carry pollutants.
One solution is pervious pavement, a.k.a. permeable pavement or porous pavement. This allows water to flow or seep through the pavement into the ground.
The other is to allow the water to run off the pavement in the usual way, except onto the ground (bioswales) instead of into storm sewers.
Either way, the water goes into the ground.
Either approach has upsides & downsides.
The main disadvantage of bioswales is they take space -- in this case half the sidewalk.
Pervious pavements tend to not get along well w/ road salt or sand, & not have as smooth a surface (yet pervious concrete can become slick as it ages). However, there is an astonishing variety of pervious paving materials available, & if designed & installed competently they can work well.
