It's impossible to apply dog laws to cats. If you've ever been a cat owner, you'd understand that. They are worlds apart. One can train a dog, but go ahead and try to train a cat and see how far it gets you!

I live in a cat-infested neighborhood. Some of the cats are feral, some are owned by inconsiderate neighbors. When it rains, the smell of cat urine is overwhelming, both inside and out. I regularly see cats lying dead on neighborhood streets after being struck by cars during the night. I find it difficult to feel sorry for someone whose cat is killed because they failed to care for it properly by keeping it indoors or on their own property. Any laws pertaining to dogs should also apply to cats.
