I don't know about OH but in WV it seems to be hit and miss when it comes to public defenders. I had a public defender once that defended me like he was the one on trial. Now I have one that has an easy case and I can't even get him to contact me. My charges could have been dropped at pretrial but my lawyer waited ti 10 min. before my pretrial to even contact me so he had no idea about my case. It's ridiculous

There is a legal system and a justice system...and they rarely meet.

If the public defenders would put their foot down and stop the "justice system" of Washington County from trampling on the rights of it's citizens perhaps the case log wouldn't be as large.
