I for one would be willing to pay the twenty cents to fund this project only if AEP would buy all power produced by this project at their rate for as long as I am taxed for this project. Agree to that and PUCO should pass this funding to build this project.

How convenient, We can line politicians, and Gas Company executives pockets with Marcellius drilling money funded by ignorant hard working plant workers 401-k's and teachers retirement funds, but we can't fund a worthwhile solar project. Hmmm.
