How dumb can one get?

This goes in the category of Duhhhhhhhh!

The city of Cleveland, Ohio, (where the river once was so polluted it caught on fire a couple of times) has begun implementing its new ban on texting while driving.

Now if that doesn't sound like something so elementary there shouldn't have to be a law against it, then I have never heard of one.

If a motorist is caught texting while driving, the fine is $100, which goes to $250 on a second offense and $500 if one is stupid enough to do it a third time.

Heck, if talking on a cell phone can be considered too dangerous to be permitted in some cities and states, texting has to be 100 times more dangerous since it takes both hands and the writer has to be looking at the screen, making me wonder how the person is driving and/or even coming close to staying on the road.

Don't get me wrong, I don't see anything wrong with texting (although I don't do it ... it might be a generational thing for me), but why and how would anyone be dumb enough to attempt it while driving?
