Circuit Court

PARKERSBURG — The following cases appeared in Wood County Circuit Court on July 15:

* Tyas Lipscomb, of Washington, W.Va., was sentenced on a charge of child neglect resulting in injury. He received one to three years in prison with credit for time served and the sentence was suspended for seven years of probation.

* Ryan Patrick Wolfe, of Parkersburg, was sentenced on a charge of child neglect creating risk of injury. He received one to five years in prison with credit for time served and the sentence was suspended for three years of probation. He was assessed court costs.

Wood Magistrate

PARKERSBURG — Wood County Magistrate Court released the following reports July 15:

* Clyde Anthony Taylor, 49, of Parkersburg, was arraigned on five counts of violation of a protective order and released on a $2,000 personal recognizance bond.

* Ally Rhiann Propst, 24, 507 Orchard Ave., Parkersburg, was arraigned on charges of first-offense driving under the influence, leaving the scene of an accident with property damage and open container in a vehicle and released on a $2,000 surety bond.

* Clark Evan Westbrook, 32, 128 19th St., Parkersburg, was arraigned on a charge of fleeing on foot and a fugitive from justice warrant out of Washington County. Bond was set at $1,000 for the fleeing charge, but he was held without bond on the fugitive warrant.

* Amanda Lynn Phillips, 29, 1513 Staunton Ave., Parkersburg, was arraigned on charges of obstructing and first-offense shoplifting and released on a $1,000 personal recognizance bond.

* Roger Glenn Miller, 42, 239 Woodland Acres Road, Ripley, was arraigned on a charge of possession of a controlled substance, heroin, and released on a $500 personal recognizance bond.

* Elijah Ali Kearse, 39, of St. Roberts, Mo., was arraigned on a charge of domestic battery and released on a $1,500 personal recognizance bond.

* Daniel Lee Frame, 36, 536 1/2 Sixth St., Parkersburg, was arraigned on two counts of battery and released on a $1,000 personal recognizance bond.

* Bryan Jonathan Bailey, 23, 8 Camden Place, Parkersburg, was arraigned on charges of third-offense driving on a suspended license, no insurance and expired motor vehicle insurance and released on a $1,500 personal recognizance bond.

* Daniel Brent Jackson, 33, 253 Railroad Drive, Elizabeth, was arraigned on charges of driving on a suspended license, fleeing and obstructing and bond was set at $3,000 cash and $500 personal recognizance.

* Russell Eugene Hann Jr., 41, 1725 Latrobe St., Parkersburg, was arraigned on charges of third-offense shoplifting, forgery of a public record and parole violation and bond was set at $10,000 surety.

* Jacob Nelson Bonnell, 22, 456 Ridgeway Ave., Washington, W.Va., was arraigned on a charge of aggravated DUI and released on a $2,000 surety bond.

* Todd Allan Martin, 48, 618 Lake Washington Road, Washington, W.Va., was arraigned on a charge of soliciting a prostitute and released on a $1,500 personal recognizance bond.

* Michael Umensetter, 50, 705 Seventh St., Parkersburg, pleaded guilty to DUI, was sentenced to 15 days in jail and was assessed $345.25 in fines and court costs.

* Faith Nicole Chichester, 21, 1444 Chesterville Road, Parkersburg, was arraigned on an expired operator’s license charge and was released on $500 bond.

* Michael Alan Layner, 45, 803 Jackson Ave., Parkersburg, pleaded guilty to driving too fast for conditions and was assessed $175.25 in fines and court costs.

* Jerry Arden Stewart, 63, 188 Black Diamond Drive, Mineral Wells, pleaded no contest to improper turn and was assessed $175.25 in fines and court costs.

* Aaron K. Farnsworth, 40, 107 Pickering Lot 1, Parkersburg, pleaded no contest to no personal flotation devices and was assessed $190.25 in fines and court costs.

* Deidra Dawn Montgomery, 36, 1402 Lake Washington Road, Washington, W.Va., pleaded guilty to driving under suspension and was assessed $270.25 in fines and court costs.

BELPRE — Belpre Police Department released the following reports:

July 1

* Tyler L. Morris, 23, Belpre, was cited for expired registration.

July 3

* Jacob A. Starcher, 21, Belpre, was arrested on the charge of criminal trespass.

* Briar E. Buskirk, 19, Belpre, was arrested on the charge of criminal trespass.

* William Hogan, 20, Belpre, was arrested on the charge of criminal trespass.

July 5

* Dennis D. Keller, 66, Davisville, was cited for expired registration.

* Rodney H. Quimby, 48, Belpre, was arrested for driving while under the influence of alcohol or drugs and transported to the Washington County Jail.

July 6

* Jennifer L. Johnson, 31, of Parkersburg, was cited for expired registration.

July 7

* Barry R. Robinson, 20, Parkersburg, was cited for driving under suspension.

July 9

* Judd A. Burke, 28, Pomeroy, was arrested on a felony warrant out of Athens County.

* Allyson N. Goodwin, 33, Belpre, was cited for expired registration.

* Misty D. Hastings, 42, Washington, was cited for driving under an OVI suspension and for speed 41 mph in a 25 mph zone.

* Richard D. Frederickson Jr., 56, Gallipolis Ferry, was cited for expired registration.

July 10

* Charles R. McCay, 56, Parkersburg, was cited for expired registration.

* James C. Martin, 49, Newark, was cited for possession of drug paraphernalia.

* Alexis J. Wiseman, 25, Washington, was cited for expired registration.

July 12

* Brandon P. Layman, 37, Marietta, was arrested on warrants through the Belpre Mayor’s Court on charges of leaving the scene of an accident and driving under suspension.

* Jacob O. Furbee, 30, Parkersburg, was cited for speed 73 mph in a 35 mph zone.

* Kendra C. Talbot, 25, Parkersburg, was cited for no operator license and for expired registration..

* Christopher J. Richards, 19, Vincent, was cited for having no operator license and a stop sign violation.

* Melissa D. Patterson, 41, Marietta, was cited for speed 49 mph in a 35 mph zone.

* Michael F. Ball, 40, Parkersburg, was cited for driving under suspension and for having an expired operator license.

* Shawn M. Price, 20, Parkersburg, was cited for speed 43 mph in a 25 mph zone and a red light violation.

* Dillon L. Tanner, 26, Parkersburg, was cited for driving under suspension.

July 13

* Alex B. Johnson, 30, Mineral Wells, was arrested for obstructing official business and resisting arrest, also two fail to appear warrants from Washington County Sheriff’s Office. He was transported to the Washington County Jail.

* John E. Hodges, 32, Belpre, was cited for speed 41 mph in a 25 mph zone and for possession of marijuana.

* Timothy B. Reed, 66, Parkersburg, was cited for expired registration.

* Kevin M. McDonald, 65, Belpre, was cited for expired registration.

* Steven E. Roberts, 43, Coolville, was cited for speed 52 mph in a 35 mph zone

* Tiffany N. Nolan, 31, Belpre, was cited for disorderly conduct.

* Sharon A. Holiday, 53, Belpre, was cited for disorderly conduct.

Williamstown Police

WILLIAMSTOWN — Williamstown Police Department released the following reports July 15:

July 4

* Mathew Vernon Scott, 33, Williamstown, was arrested for driving on a suspended license, possession of heroin and obstructing an officer on Caroline Avenue. Scott was placed in the Department of Corrections and later released on bond following his arraignment at Wood County Magistrate Court.

* Michael Moyers, 38, Parkersburg, was cited for public intoxication and expired registration at the Wiliamstown Boat ramp.

* Jerome Villao, 41, Beaver Falls, Pa., was cited for no motorcycle helmet on W.Va. 14.

* Patricia Snyder, 46, of Davisville, was cited for expired registration and improper registration on West Third Street.

July 5

* Joshua Ayers Jr., 19, Williamstown, was cited for public intoxication and underage consumption of alcohol at the baseball fields off of East Fourth Street.

* Robin Lee Roberts, 50, Parkersburg, was cited for possession of methamphetamine at Henderson Wilds.

July 8

* Ryan Francisco, 34, Parkersburg, was cited for possession of controlled substances at the West Virginia Welcome Center.

July 11

* Jarron Nathaniel Farnsworth, 31, Williamstown, was arrested on warrants for failing to appear for traffic violations at his residence in the 800 block of West Fourth Street. At the time of his arrest officers recovered an amount of suspected methamphetamine on Farnsworth’s person. Officers then obtained a search warrant for the residence and recovered an amount of suspected heroin inside the residence. Officers further determined that a lock shutting off the water service to residence had been damaged and service stolen. Farnsworth was arraigned at Wood County Magistrate Court and was later released on bond on the traffic violations. Multiple additional charges are pending, officials said. The WPD was assisted by members of the Parkersburg Violent Crime and Narcotics Task Force with the search warrant.

July 12

* Kieran James Spader, 27, Vienna, was arrested in the back parking lot of Williamstown High School on charges of driving on a license revoked for driving under the influence. Spader was placed in the custody of the Department of Corrections and later released on bond.

* Dwayne Miller, 54, Marietta, was cited for failure to use turn signal and no insurance on Highland Avenue.

July 13

* Victoria McCoy, 18, Mineral Wells, was cited for speeding, 40 mph in a 25mph zone, and expired operator’s license on Highland Avenue.

* Alia Packer, 19, Vienna, was cited for speeding, 40 mph in a 25 mph zone, on Highland Avenue.

* A 17-year-old Marietta male was cited for possession of marijuana and possession of tobacco under 18 at Tomlinson Park.

* A 17-year-old Beverly male was cited for possession of marijuana at Tomlinson Park.
