Circuit Court

PARKERSBURG — The Wood County Circuit Court heard the following cases on March 11 and 12.

Monday

* Nichole Danielle Kelley, 26, in custody at the North Central Regional Jail, waived extradition to Athens County, Ohio, on a warrant for failure to appear on charges of tampering with evidence and possession of heroin. However, Judge Robert Waters ruled she is not to be released until she completes her sentence on a charge of child neglect creating substantial risk of injury.

According to court records, Kelley was sentenced Aug. 16, 2018, to two consecutive six-month jail terms after previously pleading guilty to two misdemeanor counts of child neglect. They were lesser included offenses of the felony charges of child neglect creating risk of injury on which she was indicted.

Despite court records indicating Waters ordered her West Virginia sentence to be completed first, Kelley was extradited to Ohio on Aug. 20 and released from the Southeastern Ohio Regional Jail on a personal recognizance bond the next day.

She was arrested in Wood County on Feb. 2 and has been in the North Central Regional Jail since then.

On Monday, Waters sentenced her to time served on the first count of child neglect and six months on the second count, with credit for 38 days served.

* Roy Allen Spellman Jr., 39, of Parkersburg, was sentenced by Waters to six to nine years in prison on charges of identity theft and obtaining a controlled substance by fraud, forgery or deception. The judge then suspended the sentence for three years of probation, with up to 120 days in the regional jail as directed by the probation officer.

* Eric Shawn Owens, 39, in custody at the regional jail, waived extradition to Washington County on a charge of domestic battery.

* Waters ordered a $10,000 bond revoked on Melissa Stevens, 40, of Williamstown, after she tested positive for drugs. Stevens pleaded guilty in January to a charge of conspiracy to commit delivery of a controlled substance. The judge ordered Stevens held at the regional jail until her sentencing at 9:30 a.m. March 26.

* The trial for Brandon Stover, 35, in custody at the regional jail, was scheduled for March 19.

In Judge J.D. Beane’s Court:

* Michael Miller, 43, 2602 11 Ave., Parkersburg, was found guilty to destruction of property and was sentenced to one year at the North Central Regional Jail with two days credit. He was also ordered to pay $276,000 in restitution to the victim.

Tuesday

In Judge J.D. Beane’s Court:

* Paul E. Bibbee II, 53, in custody, pleaded guilty to an information charge of failure to register and had his $30,000 bond altered from a cash bond to a surety bond. The court agreed to change it to a personal recognizance bond if a treatment bed is available. He will be sentenced on May 16.

In Judge Jason Wharton’s Court:

* Derek Cole Fought, 32, 205 State Route 124, Hockingport, Ohio, was found guilty of possession of a controlled substance with intent to deliver. He was sentenced to three years probation with 30 days of incarceration, due to positive drug screens during the presentence investigation report.

Wood Magistrate

PARKERSBURG — The Wood County Magistrate Court heard the following cases on March 12:

* Roger Dale Roush, 49, Two Lynnwood Dr., Vienna, had his preliminary hearing waived on a charge of solicitation of a minor and his case had been bound over to the Wood County Circuit Court for grand jury consideration. Roush is one of the seven men who were arrested in Parkersburg on March 1 and 2 as part of an undercover investigation of suspects allegedly trying to arrange sexual encounters with minors via social media.

* Steven Ray Neville, 48, 51 Marks Manor, Palenstine, W.Va., pleaded guilty to driving while suspended or revoked for DUI and was sentenced to six months at the North Central Regional Jail and assessed $260.25 in court costs and fines.

* Leslie Ann Townsand, 36, 1000 Kemper St., Apartment 3, Parkersburg, pleaded guilty to tampering with pipes, tubes, wires or electrical conductors and was sentenced to one year of unsuporvised probation, assessed $160.25 in court costs and fines and ordered to pay $750 in restitution as part of a plea agreement she was dismissed on a charge of destruction of property.

* Angel Lucille Raya, 40, 6615 Paseo Blvd., Kansas City, Mo,, pleaded guilty to a charge of obstruction and was sentenced to one year of unsuporvised probation and assessed $160.25 in court costs and fines. As part of a plea agreement, she was dismissed on the charges of public intoxication, disorderly conduct and battery.

* Austin James Parker, 20, 600 Sycamore Road, Mineral Wells, pleaded guilty to possession of counterfeit with intent to utter. He was sentenced to one year of unsuporvised probation and was assessed $160.25 in court costs and fines and ordered to pay $50 in restitution to the victim.

* Joshua Thomas Slider, 34, 106 Klipstine Road, Big Springs, W.Va., was arraigned on a charge of prohibited person in possession of a firearm, and bond was set at $10,000 surety.

Wood Sheriff

PARKERSBURG — The Wood County Sheriff’s Office released the following reports on March 12;

* On March 6, Eric Allen Greynolds, 35, of Helen Avenue, was issued a citation for shoplifting.

* On March 6, Stacy Lynn States, 45, of Buck Run Road, was issued a citation for expired registration.

* On March 7, Bradley Steven Wright, 34, of Harris Highway, was arrested on two charges of strangulation and one charge of violation of a domestic violence protective order.

* On March 7, Eric Shawn Owens, 39, of McGill Road, Vincent, was arrested on a charge of fugitive from justice.

* On March 7, Eugene Allen Nelson III, 34, of Cale Street, was arrested on a charge of second-offense driving on suspended.

* On March 7, Audrey Diane Thompson, 22, of Pike Street, Mineral Wells, was issued a citation for possession of a controlled substance.

* On March 8, Anthony Marcus Opitz, 32, of Meadville Road, was issued a citation for no proof of insurance and improper registration.

* On March 9, Amanda Ann Baldwin, 18, of South Florence Drive, Marion Ind., was arrested on a charge of violation of a protective order issued out of Floyd County, Indiana.

* On March 9, Jonah Charles Ausher, 23, of Mountaineer Way, was arrested on a warrant for possession with intent to deliver and a current charge of possession of a controlled substance.

* On March 10, Paul David Hanlon, 29, of Palhurst Plaza, was arrested on a charge of domestic battery.

* On March 10, Angelia Jo Jenkins, 50, of 31st Street, was issued a citation for driving on suspended and no proof of insurance.

* On March 10, Angela Dawn Johnson, 38, was arrested on charges of third-offense driving on suspended, no insurance and a capias warrant. Julie Kay Hewwitt, 48, of Kanawha Street, was arrested on charges of two counts of possession of a controlled substance.

* On March 10, Tammy Sue Backus, 47, of Lantana Lane, was issued a citation for driving on suspended and left of center.

Parkersburg Police

PARKERSBURG – The Parkersburg Police Department released the following reports on March 11:

The department responded to 119 calls for service.

* Leslie Townsend, 36 of Parkersburg was arrested on March 11 on a warrant for tampering with electrical conductors and destruction of property.

* Samuel Purtee, 40 of Parkersburg was arrested on March 11 on a warrant for Fraudulently obtaining Food or Lodging.

* Ronnie Lockhart, 49 of Parkersburg was arrested on March 11 for Violation of a DV Order.

* Charles Amore, 35 of Belpre, OH was arrested on March 11 for Shoplifting.

* On March 11, officers responded to Griff’s auto on Murdoch Avenue for a stolen vehicle.

* On March 11, officers responded to Spring Street in reference to a burglary.
