Wood Magistrate

PARKERSBURG — Wood County Magistrate Court released the following reports July 16:

* Morgan Marie Francis, 33, of 932 Swann St., Apt. A, Parkersburg, was arraigned on a charge of possession of a controlled substance, heroin, with intent to deliver and bond was set at $20,000.

* Timothy Lee Wyatt, 23, of Parkersburg, was arraigned on a charge of violation of a protective order and released on a $3,000 personal recognizance bond.

* Jason Matthew Anderson, 32, care of 1943 Red Hill Road, Parkersburg, was arraigned on a charge of first-offense driving under the influence and released on a $500 bond.

* Ricky Lamont Chandler, 44, of Parkersburg, was arraigned on charges of delivery of a controlled substance, heroin; possession of a controlled substance with intent to deliver; and violation of a protection order and bond was set at $20,000.

* Zachary Charles Powell, 33, of Parkersburg, was arraigned on two counts of possession of a controlled substance, marijuana and methamphetamine, and one count each of domestic assault and destruction of property. He was released on a $4,000 personal recognizance bond.

* Ryan Blair See, 33, of 1062 River Hill Road, Washington, W.Va., was arraigned on a charge of first-offense driving on a license revoked for DUI and released on a $500 personal recognizance bond.

* Amy Elizabeth Mitchell, 36, of Parkersburg, was arraigned on a charge of violation of a protection order and released on a $1,500 bond.

* Matthew Gregory Howard, 23, of Parkersburg, was arraigned on charges of domestic battery, destruction of property and violation of a protective order and bond was set at $1,500.

* Daniel Lee Frame, 35, of Parkersburg, was arraigned on charges of third- and first-offense battery and bond was set at $5,500.

* Robert Eugene Flinn, 31, of 1613 15th Ave., Parkersburg, was arraigned on a charge of terroristic threats and bond was set at $25,000.

* Daniel Joseph Shmigal, 50, of Parkersburg, was arraigned on a charge of petit larceny and released on a $1,500 personal recognizance bond.

* Audra Nichole Scantland, 35, of 2006 16th St., Parkersburg, was arraigned on a charge of child neglect and released on a $10,000 bond.

* Mustafa N. Stubbs, 28, of 1010 Tefft St., Parkersburg, was arraigned on a charge of possession of a controlled substance, marijuana, with intent to deliver, and bond was set at $10,000.

* Rebecca Dawn Allen, 43, of 1507 30th St., Vienna, was arraigned on a charge of second-offense shoplifting and bond was set at $500.

* Kara J. Ankney, 35, of 838 N. Hametown Road, Akron, was arraigned on a charge of DUI and released on a $2,000 surety bond.

* Hadley Blake McKenzie, 23, of 5327 Emerson Ave., Apt. 4, Parkersburg, was arraigned on charges of second-offense DUI, possession of a controlled substance and no insurance and released on a $3,000 bond.

* Stephen Paul Garner Jr., 35, 1210 Broadway Ave., Parkersburg, was arraigned on a charge of receiving or transferring stolen property and was released on $1,000 bond.

* Ajaykumar B. Babariya, 40, 1954 Seventh St., Parkersburg, was arraigned on charges of speeding and expired registration and was released on $200 bond.

* Tiffany Marie Farley, 40, 700 West Virginia Ave., Apt. B, Parkersburg, was arraigned on charges of assault and brandishing and was released on $2,500 bond.

* Autumn M. Bailey, 34, 401 North Grey St., Pennsboro, was arraigned on possession of a controlled substance and bond was set at $1,000.

* Josue Alberto Lobocruz, 29, 2801 Emerson Ave., Parkersburg, pleaded guilty to fleeing, was sentenced to time served and was assessed $160.25 in court costs.

* Dale Richard Lott, 60, 218 East Ninth St., Williamstown, pleaded guilty to petit larceny and was assessed $290.20 in fines, court costs and restitution.

* Allen Lee Deem, 35, 1612 Spring St., Apt. 1, Parkersburg, pleaded guilty to receiving/transferring stolen property, was sentenced to time served and was assessed $210.25 in fines and court costs.

* Eric Jason McCumbers, 36, 1006 Neal St., Parkersburg, pleaded guilty to shoplifting and was assessed $1,388.25 in fines, court costs and restitution. McCumbers pleaded guilty to public intoxication and was assessed $165.25 in fines and court costs.

* Erin Nicole Spencer, 39, c/o 1609 Spring St., Parkersburg, pleaded guilty to petit larceny, was sentenced to 60 days jail suspended for one year of probation and was assessed $1,760.25 in court costs and restitution. Spencer pleaded guilty to shoplifting and was assessed $842.61 in fines, court costs and restitution. She pleaded guilty to possession of a controlled substance, was sentenced to 90 days jail suspended for one year of probation and assessed $210.25 in fines and court costs. She pleaded guilty to petit larceny, was sentenced to 60 days jail suspended for one year of probation and was assessed $660.25 in court costs and restitution.

Wood Sheriff

PARKERSBURG — The Wood County Sheriff’s Office released the following reports July 16:

* On July 13, Zachary Charles Powell, 33, of Marie Street, was arrested on charges of domestic assault and destruction of property. He was released on a personal recognizance bond.

* On July 13, Michelle Lea Burk, 35. of Ogden Road, was issued a citation for driving on suspended and no proof of insurance.

* On July 13, Kara J. Ankey, 35, of North Hametown Road, Akron, was arrested on a charges of driving under the influence.

* On July 14, Susan Elizabeth Wilmoth, 49, of Marrtown Road, was arrested on a charge of bond violation.

* On July 14, Rickey Lamar Chandler, 44, of Virginia Avenue, was arrested on a warrant for violation of a protective order.

* On July 15, Robert Eugene Flinn, 31, of 15th Avenue, was arrested on a charge of terroristic threats.

* On July 15, Kenneth Robert Boggs, 26, of Loomis Ridge Road, was issued a citation for expired motor vehicle inspection.

* On July 15, Michael Dale Collins, 40, of Fourth Avenue, was issued a citation for expired MVI.

Athens Sheriff

ATHENS, Ohio — The Athens County Sheriff’s Office released the following reports July 16:

* On July 13, the Athens County Sheriff’s Office was dispatched to a Mineral Road residence on a well-being check of a female with medical issues. Upon arriving on scene, it was found the female had left in her vehicle and her whereabouts are unknown. A BOLO was issued for the female and vehicle to check her well-being.

* On July 13, the Athens County Sheriff’s Office responded to Salem Road for a report of breaking and entering. Deputies were advised that a push lawn mower had been stolen from a shed. Deputies were advised on July 14 the mower had been recovered, and returned to the property. The case remains active.

* On July 13, the Athens County Sheriff’s Office took a report at the office in reference to an alleged assault. Deputies spoke with a female who advised while on East Third Street in The Plains she was assaulted by another female. Deputies obtained photographs of minor injuries and a written statement from the female, and later spoke with the other half. That female who also showed minor injuries advised a similar encounter, however stating that the other female started the fight. The matter remains active.

* On July 13, the Athens County Sheriff’s Office responded to Pleasant Hill Road for a stolen vehicle report. The caller stated they awoke to hear their pickup truck start up and take off down the road. Deputies located the vehicle and initiated a traffic stop. Two male juveniles were then placed into custody. Pending charges will be filed through Athens County Juvenile Court.

* On July 14, the Athens County Sheriff’s Office responded to The Plains for a report of a suspicious male, who had on another day reportedly shot a gun while walking down the street. A caller reported the man to be walking near Harper Street in The Plains. Deputies located a male fitting the description that did not have a weapon; however, another male with the possible suspect, Michael Miller, 28, was arrested for outstanding Athens County warrants.

* On July 15, the Athens County Sheriff’s Office, while on patrol in The Plains, observed a male who regularly has warrants for his arrest. Deputies were advised the male did have active warrants and made contact with him at The Valero Gas Station and placed him under arrest. Bernard Mitchell, of The Plains, was transported to SEORJ without incident.

* On July 15, the Athens County Sheriff’s Office responded to Dixon Road for a report of a well-being check. While responding, deputies were advised that a female in question was showing an active warrant from Washington County. Deputies arrived on scene and made contact with the female and placed her under arrested. Beth Lantz, of Coolville, was arrested and transported to the Washington County Line and later transported by Washington County. No further action.

* On July 15, the Athens County Sheriff’s Office responded to Chauncey for a report of theft. The only item the caller alleged was taken was $50. This matter is under investigation.

* On July 15, the Athens County Sheriff’s Office responded to Carr Bailey Road for an active dispute. While en-route, deputies were advised the male half had fled the scene in a white Dodge truck. The vehicle was located driving through Chauncey, and a traffic stop was conducted. During the stop, deputies noticed an odor of alcohol on the driver Joseph Phillips. The State Highway Patrol responded to the scene and Phillips was arrested for OVI.

Williamstown Police

WILLIAMSTOWN — The Williamstown Police Department released the following reports July 16:

July 11

* Todd Ryan Stewart, 35, Morgantown, was arrested for driving on a license revoked for DUI following a traffic stop on Highland Avenue for an expired registration.

* Jill Flinn, 43, Marietta, reported that her 4-year-old granddaughter was physically assaulted at the Williamstown Pool by an adult female suspect. A video of the incident was posted on Facebook showing the alleged abuse. The case was investigated and criminal charges have been filed.

* Justine E. Head, 34, Durango, Colo., was cited for speeding, 45 mph in a 25 mph zone, on Highland Avenue.

* Conswala Lewis, 42, Chattanooga, Tenn., was cited for speeding, 51 mph in a 35 mph zone, on West Third Street.

* Leslie Crichton, 40, Vienna, was cited for speeding, 48 mph in a 35 mph zone, on West Third Street.

* Tristan D. Ray, 21, Petroleum, was cited for no motor vehicle inspection on Highland Avenue.

July 12

* A Stihl brand hedge trimmer was reportedly stolen from the West Virginia Welcome Center. The incident remains under investigation.

July 13

* Michelle Deanne Francisco, 34, Parkersburg, was arrested on a warrant for failure to pay child support following a traffic stop on Highland Avenue.

* Ryan Brett Francisco, 33, Parkersburg, was cited for expired operator’s license and illegal registration on Highland Avenue.

* Manjo Kumar Valluri, 25, Columbus, was cited for speeding, 44 mph in a 25 mph zone, on Highland Avenue.

July 14

* Officers observed a backpack lying near the 1000 block of Highland Avenue. Officer stopped to check the item and found it to contain multiple items including a loaded 9mm handgun. The incident remains under investigaiton.

* Charles B. Russel, 66, Mayville, Tenn., was cited for speeding, 44 mph in a 25 mph zone, on Highland Avenue.

* Officers responded to a intoxicated subject call at Towne Manor apartments on West 4 1/2 Street. An intoxicated male subject was located and assisted into his apartment.Subject was warned about future violations.
