Circuit Court
PARKERSBURG — The following cases appeared in Wood County Circuit Court on Nov. 14:
* Taylor Nicole Small, 24, Elizabeth, pleaded guilty Tuesday to an information containing charges of possession of a controlled substance with intent to deliver and fraudulent use of an access device.
Her sentencing is scheduled for Jan. 18, 2018. The information was filed Sept. 19, 2017.
* Dustin Andrew McClung, 28, Parkersburg, pleaded guilty Tuesday to one count of malicious assault.
His sentencing is scheduled for Jan. 18, 2018. McClung was indicted Sept. 15, 2016, on charges of malicious assault, two counts of domestic battery, two counts of child abuse resulting in injury and two counts of child neglect resulting in injury.
Wood Magistrate
PARKERSBURG — The following cases appeared in Wood County Magistrate Court on Nov. 14:
* Dustin Michael Williams, 27, 2412 Covert St., Apt. 38, Parkersburg, pleaded guilty to driving under suspension and no proof of insurance and was assessed $620.50 in fines and court costs.
* Kyle Austin White, 23, 166 Putnam Road, Heath, Ohio, pleaded guilty to obstructing and was assessed $210.25 in fines and court costs.
* Larry Moreland, 67, 125 Franklin St., Marietta, pleaded guilty to two worthless check counts and was assessed a total of $728.31 in fines, court costs and restitution.
* Justin Perry Knopp, 26, 1015 18th Ave., Apt. B4, Vienna, was found guilty of public intoxication and was assessed $165.25 in court costs.
* Jordan Alan Benson, 23, 754 Joshua Fork Road, Rockport, pleaded guilty to hunting without permission and was assessed $150.25 in fines and court costs.
* Jarrod Eugene Kunze, 36, 2709 Norwood Ave., Parkersburg, pleaded guilty to driving under suspension and speeding and was assessed $425.50 in fines and court costs.
* Bradley Allen Chaffin, 37, 411 13th Ave., Parkersburg, pleaded guilty to shoplifting and was assessed $170.25 in fines and court costs with a $50 civil penalty. He also pleaded guilty to fleeing and was assessed $210.25 in fines and court costs.
Wood Sheriff
PARKERSBURG — The Wood County Sheriff’s Office released the following reports Nov. 14:
* On Nov. 13, a deputy responded to the area of Interstate 77 in reference to a disabled vehicle that was overheated and the driver being disorderly with the fire department and other units. Matthew Brent Williams, 29, of Morgans Landing, Elizabeth, was arrested on a charge of possession with intent to deliver a controlled substance, heroin.
* On Nov. 13, Justin Paul Kidder, 31, of Gihon Road, was issued a citation for charges of driving under suspension and no proof of insurance.
* On Nov. 13, Richard Roy Harlow, 31, of Pike Street, was arrested on a warrant for charges of driving under suspension and possession of a controlled substance.
* On Nov. 13, Samuel Elliot Lamp, 36, of Sawyers Run Road, Coolville, was issued a citation on an expired registration charge.
* On Nov. 13, Joseph Dexter Hesson, 19, of Chateau Hills, was issued a citation on charges of improper registration and no iInsurance.
Washington Sheriff
MARIETTA — The Washington County Sheriff’s Office released the following reports Nov. 13:
* On Nov. 6, Deputy A. McConnell responded to Muskingum Township in reference to an unruly juvenile. The juvenile had shoved the parent(s), ran away from the home as well as stealing medication from the parents. The juvenile was located and was resisting the attempts to keep her from leaving again. The juvenile also resisted with deputies upon them speaking with her. The juvenile will be charged through Washington County Juvenile Court for assault on a peace officer, resisting arrest, possession of dangerous drugs and theft.
* On Nov. 9, Deputy McKee assisted Deputy Stackpole with a female subject passed out at the wheel of a motor vehicle in the Washington County Jail’s parking lot. Deputy McKee noticed the female, Tricia Ferebee, standing behind her vehicle talking to Deputy Stackpole. Deputy Stackpole advised he suspected Ferebee of being under the influence of an alcoholic beverage. Deputy McKee began to speak with Ferebee, who admitted to driving to the jail and admitted to consuming an alcoholic beverage, while sitting in the vehicle, and also admitted to consuming several “shots” of another alcoholic beverage. Ferebee was unsteady on her feet, had glassy eyes, slurred speech and the odor of an alcoholic beverage on or about her person. She agreed to submit to a series of standardized field sobriety tests, which she performed poorly on. Tricia Velnette Ferebee, 35, 717 Zanesville St., Beverly, was placed under arrest for physical control of a motor vehicle and open container.
* On Nov. 9, deputies responded to 3747 Blue Knob Road, Marietta, in reference to a domestic disturbance. Dispatch received a 911 call from that address, during which they could hear a male and a female having an argument in the background. Dispatch advised they heard a female say she was being harmed before the phone line went dead. Deputies arrived at the residence and spoke with Kody Martin and Lacey Smith. Smith stated she and Martin had been dating since January of 2017 and are currently homeless, but have been staying with friends at the residence for the last couple weeks. Smith further stated she and Martin got into an argument during which time the argument became physical. Martin spoke with deputies and denied striking Smith as she had reported. Martin stated that he did hold her on the couch to calm her down. Kody Jarrid Martin, 26, 1680 S. Cove Lane, Norwich, Ohio, was advised he was being placed under arrest for domestic violence. During the ride to the Washington County Jail, Martin kicked the cage of the cruiser multiple times.
* On Nov. 10, deputies responded to 677 Kern Road, Waterford, in reference to an underage party at that location. Numerous vehicles were observed in the driveway along with several people running through the interior of the residence. Deputy J. McConnell located Brendan Dailey outside at the rear of the residence. Dailey admitted to drinking alcohol during the evening and submitted to a preliminary breath test, which showed a blood alcohol content of 0.145. Brendan Michael Dailey, 20, 135 Center St., Waterford, was placed under arrest for underage consumption of alcohol. The homeowner allowed deputies to check the rest of the residence. Grant Weihl was located and admitted to drinking alcohol and submitted to a preliminary breath test, which showed a blood alcohol content of 0.138. Grant Allen Weihl, 18, 35 Davis Road, Watertown, was placed under arrest for underage consumption of alcohol. Both subjects were transported to the Washington County Jail for processing.
The following subjects were recently sentenced in Washington County Common Pleas Court:
* Andrew Franklin Morgan, 31, 1157 Clement Ave., Belpre, fifth-degree felony possession of drugs, two counts, fourth-degree felony failure to appear; 120 days County Jail and SEPTA.
* Trent Dwight Mason, 28, 710 Front St., #5, Marietta, fifth-degree possession of drugs; 6 months Orient.
* Eric Ellis Luke, 30, 115 Muskingum Drive, Marietta, third-degree felony illegal cultivation of marijuana, violation community control; 12 months Orient.
* Thomas Christain Kaptis, 42, 9580 State Route 339, Vincent, fifth-degree felony possession of heroin, fourth-degree felony failure to appear; 180 days county jail.
The following warrant was received at the Washington County Sheriff’s Office:
* Robert Richards, 713 E. Montgomery St., Marietta, failure to appear.
The following suspects were processed into the Washington County Jail between Thursday and Monday:
* Brandon Charles Clemons, 35, 715 Mary St., Belpre, for probation violation, a misdemeanor. Clemons was arrested at the Probation Office by the Marietta City Probation Department and processed into the Washington County Jail on Nov. 9.
* Tricia Velnette Ferebee, 35, 717 Zanesville St., Beverly, for physical control of vehicle under intoxication and open container, both misdemeanors. Ferebee was arrested in the Washington County Jail parking lot by the Washington County Sheriff’s Office and processed into the Washington County Jail on Nov. 9.
* Kody Jarrid Martin, 26, 1680 S. Cove Lane, Norwich, Ohio, for domestic violence, a misdemeanor. Martin was arrested on Blue Knob Road by the Washington County Sheriff’s Office and processed into the Washington County Jail on Nov. 9.
* David James Smearman III, 30, 570 Albright Road, Beverly, on a warrant for probation violation, a misdemeanor. Smearman was arrested by the Marietta Police Department and processed into the Washington County Jail on Nov. 10.
* Grant Allen Weihl, 18, 35 Davis Road, Watertown, for underage consumption of alcohol, a misdemeanor. Weihl was arrested by the Washington County Sheriff’s Office and processed into the Washington County Jail on Nov. 10.
* Brendan Michael Dailey, 20, 135 Center St., Waterford, for underage consumption of alcohol, a misdemeanor. Dailey was arrested by the Washington County Sheriff’s Office and processed into the Washington County Jail on Nov. 10.
* Robert Earl O’Brien Jr., 35, 343 Main St., Lower Salem, on two warrants for failure to appear and nonsupport of dependents, both felonies, having weapons under disability, drug instrument possession, burglary, receiving stolen property, safecracking and theft, all felonies, and failure to comply to order/signal, a misdemeanor. O’Brien was arrested in Lower Salem by the Washington County Sheriff’s Office and processed into the Washington County Jail on Nov. 10.
* Steven Lee O’Brien, 28, 343 Main St., Lower Salem, on a warrant for drug paraphernalia, a felony. O’Brien was arrested by the Washington County Sheriff’s Office and processed into the Washington County Jail on Nov. 10.
* Jerod Scott Williams, 30, 1605 Farson St., Belpre, for receiving stolen property, a felony. Williams was arrested by the Marietta Police Department and processed into the Washington County Jail on Nov. 10.
* Christopher Adam Sciance, 27, 245 Muskingum Drive, Marietta, for drugs possession, drug instrument possession and illegal conveyance weapon/items in detention facility, all felonies. Sciance was arrested by the Marietta Police Department and processed into the Washington County Jail on Nov. 11.
* Courtney Taylor Smith, 26, 388 Oak Grove Road, Williamstown, for theft, a misdemeanor. Smith was arrested by the Marietta Police Department and processed into the Washington County Jail on Nov. 11.
* Skyler Michael Paul, 25, 1314 Glendale Road, Marietta, for two counts of receiving stolen property, both felonies and on a warrant for burglary, a felony. Paul was arrested at his residence by the Washington County Sheriff’s Office and processed into the Washington County Jail on Nov. 11.
* John Nicolas Wooten, 26, 4450 Barnett Ridge Road, Fleming, for fugitive from justice, a misdemeanor. Wooten was arrested by the Belpre Police Department and processed into the Washington County Jail on Nov. 12.
* Terry Harold Ullum, 58, 62867 SR 124, Long Bottom, Ohio, for fugitive from justice, a felony, drug paraphernalia and drug possession, both misdemeanors. Ullum was arrested by the Marietta Police Department and processed into the Washington County Jail on Nov. 12.
* Sheena Dee Kidd, 31, 587 Morris Loop Road, Marietta, for theft, a misdemeanor. Kidd was arrested at the Fairfield Inn by the Marietta Police Department and processed into the Washington County Jail on Nov. 12.

MARIETTA — The Washington County Sheriff’s Office released the following reports Nov. 14:
* On Nov. 7, Deputy Johnson responded to Warren Township in reference to two subjects fighting. This case is still under investigation at this time to determine if charges will be filed.
* On Nov. 10, Lt. Hornbeck responded to a bridge on Cats Creek Road located at approximately the 1.5 mile marker in Lowell. At that location Lt. Hornbeck located four bags of garbage that had been thrown off the bridge and into the creek. Upon retrieving the trash, the bags were checked for identifiers, locating an October 2017 Dominion Hope Gas bill in the trash. This bill was addressed to Cory M. Hooper, 110 Indian Run Road, Marietta. A summons is being requested for Cory M. Hooper for littering through Marietta Municipal Court.
The following warrant was received at the Washington County Sheriff’s Office:
* Mark E. Macaulay, 2414 Norris Ave., Belpre, failure to appear for pretrial, original charge domestic violence.
* Christopher W. Radcliff, 1072 Leith Run Road, New Matamoras, failure to appear, original charge possession of drugs.
* Charles R. Miller, 910 Caywood Road, Marietta, failure to appear, original charge robbery.
* Ashley D. Mahoney, 595 West Fifth St., Chillicothe, failure to appear, original charge breach of recognizance.
* Chad W. Williams, 4492 Anderson Road, Fleming, failure to appear, original charge violate protection order or consent agreement.
The following suspects were processed into the Washington County Jail between Monday and Tuesday:
* Donald Lee Bernard Jr., 25, 105 Elm St., Shawnee, Ohio, for parole violation, a felony. Bernard was arrested at the Oriana House and processed into the Washington County Jail on Nov. 13.
* Daniel Hendrickson Jr., 30, 111 West Montgomery St., Lot 16, Marietta, for FRA suspension and failure to register, both misdemeanors. Hendrickson was arrested at his residence by the Marietta Police Department and processed into the Washington County Jail on Nov. 14.
Parkersburg Police
PARKERSBURG — The Parkersburg Police Department released the following reports Nov. 13:
* This past weekend the Parkersburg Police Department responded to 210 calls for service.
* Kathy Waggoner, 47, of Walker, was arrested Nov. 12 on a charge of first-offense domestic battery.
* Travis Fordyce, 23, of Vienna, was arrested Nov. 12 on charges of third-offense driving under suspension, no insurance and expired registration.
* Ricky White, 25, of Parkersburg, was arrested Nov. 12 on a disorderly conduct charge.
* Jessica Treadway, 38, of Parkersburg, was arrested Nov. 12 on a warrant for theft of services.
* Luther Carpenter, 34, of Parkersburg, was arrested Nov. 11 on a warrant for petit larceny.
* Robert Goodnight, 40, of Parkersburg, was arrested Nov. 11 on a third-offense charge of driving under the influence.
* James Carpenter, 39, was arrested Nov. 10 on charges of first-offense domestic battery, disorderly conduct and public intoxication.
* On Nov. 13, officers responded to Seventh Street in reference to a possible domestic dispute.
* On Nov. 12, officers responded to Murdoch Avenue in reference to a destruction of property.
* On Nov. 11, officers responded to Tygart Street in reference to a burglary in progress.
* On Nov. 10, officers responded to Seventh Avenue in reference to a burglary that had just occurred.
* On Nov. 10, officers responded to Speedway on Seventh Street in reference to possible counterfeit money.
* Between Nov. 10-12, officers investigated 10 motor vehicle accidents.

* Justin McCumbers, 33, of Little Hocking, was arrested Nov. 13 on a charge of public intoxication.
* Rodney Travis, 24, of Parkersburg, was arrested Nov. 13 on a domestic battery charge.
* On Nov. 14, officers responded to Gihon Road in reference to a vehicle entry.
* On Nov. 13, officers responded to PPD Headquarters in reference to the fraudulent use of an access device.
* On Nov. 13, officers responded to Suddenlink on Seventh Street in reference to a destruction of property that already occurred.
* On Nov. 13, officers investigated three motor vehicle accidents.
Williamstown Police
WILLIAMSTOWN — The Williamstown Police Department released the following reports Nov. 13:
Nov. 9
* Amy K. Mixon, 19, Vienna, was cited on a charge of speeding, 51 mph in a 35 mph zone, on West Third Street.
* Jefferey Gebezyk, 47, Williamstown, was cited on charges of no operators license and no seat belt on Highland Avenue.
Nov. 10
* Thomas E. Deem, 34, Parkersburg, was cited on charges of driving on a suspended license and no seat belt on Highland Avenue.
Nov. 11
* Kylie Jean Wynn, 28, Vienna, was arrested on a charge of driving under the influence following the investigation of an auto accident in the 700 block of Columbia Avenue. Wynn was operating a 2007 Jeep Commander that side-swiped a 2014 Equinox that was parked off of the roadway in the 700 block of West Eighth Street. The suspect vehicle then drove over the stop sign at Columbia Avenue and Eighth Street intersection. Officers spotted the car in the area of Go Mart in the 1300 block of Highland Avenue and made contact with Wynn. Officers observed signs of intoxication and after failing field sobriety tests, Wynn was arrested on a charge of DUI. Wynn’s BAC later tested 0.166. Wynn was placed in the holding center and later released on bond after her arraignment at Wood County Magistrate Court.
* Joseph Hawkins, 48, Marietta, was cited on charges of expired operators license and no seat belt on Highland Avenue.
