Williamstown man accused of exposing himself

PARKERSBURG — Richard Owen Sample, 57, of 506 Caroline Ave., Williamstown, was arraigned by Wood County Magistrate Brenda K. Marshall Wednesday evening on a felony charge of displaying obscene matter to a minor.

The investigation started on Monday after Sample was accused of exposing himself and making a sexually explicit comment to a 7-year-old girl, officials said.

Sample spoke to investigators at the Williamstown Police Department where Sample allegedly admitted to making the statement, after exposing himself, after the child jumped on Sample pulling on his pants, officials said.

Sample posted a $20,000 surety bond and was released from custody following his arraignment in Wood County Magistrate Court Wednesday evening.
