Two arrested along Half Marathon route

PARKERSBURG — Two men were arrested along the Parkersburg News and Sentinel Half Marathon route in separate incidents Saturday.

Richard Brock Heffelfinger, 24, of 1725 Latrobe St., Parkersburg, was charged with public intoxication and disorderly conduct after a Parkersburg Police officer responded to multiple complaints that he was rolling around on the ground and trying to smack runners during the race, according to a criminal complaint filed in Wood County Magistrate Court.

Officers working traffic control in the area of 13th and Avery streets, in mile 11 of the race, asked Heffelfinger to stop dancing in the street and leave the area, the complaint says. An officer reported Heffelfinger was apparently under the influence of drugs, sweating profusely, slurring his speech and unable to stand still.

Heffelfinger was arraigned in magistrate court and released on a $500 personal recognizance bond.

Two blocks away, Terry James Conley, 19, of 30 Honeybee Way, Elizabeth, was arrested on charges of disorderly conduct and obstructing after repeatedly swearing at Parkersburg Police officers who told him he could not turn his vehicle west onto 13th Street from Spring Street because of the race, according to another criminal complaint.

An officer told Conley he could park on Spring Street and walk to his destination, the complaint says, but the man continued to shout profanity out his window. After refusing an order to cease his behavior, Conley was handcuffed, despite resisting, the complaint says.

He was arraigned and released on a $1,500 surety bond.
