Wood County grand jury indicts 68

PARKERSBURG — After a week of deliberations, the Wood County grand jury for January 2018 returned indictments Friday against 68 persons, said Wood County Prosecutor Patrick Lefebure.

Among those indicted was Stephen Griffith, 33, 2390 Meadowview Drive, Parkersburg, on charges of involuntary manslaughter, wanton endangerment with a firearm and brandishing.

According to police reports, on May 7, 2017 uniform officers responded to a bar on Emerson Avenue in reference to shots fired.

Before officers arrived they received a second call of a vehicle accident on Rosemar Circle directly across from the bar. Responding officers observed a black Ford Ranger had struck a retaining wall. The driver’s door was open and the driver was lying on the ground unresponsive, police said. Police identified the driver as Chad Allen Hart, 38, of Parkersburg. He was pronounced dead by medical staff at Camden Clark Medical Center.

The Parkersburg Police Detective Bureau investigation found Hart was shot one time in the upper body as he entered his vehicle while fleeing the parking lot of the Overtime Bar. He lost consciousness, causing the vehicle he was driving to strike a retaining wall on Rosemar Circle, police said.

According to police records, the investigation indicated Hart was involved in a short verbal altercation with Stephen R. Griffith, 32, of Parkersburg, as they exited the bar. Both men were armed with handguns, police said. Hart fired one round at Griffith from a distance of approximately 60 feet and Griffith returned fire striking and killing Hart, police said.

Others indicted by the panel were:

* Dakota Acores, 23, 1296 Bird St., Parkersburg, was indicted on four counts of delivery of a controlled substance.

* Robert Lee Adams, 32, 1703 Andrew St., Parkersburg, was indicted on two counts of grand larceny, three counts of receiving or transferring stolen property and one count each of attempted transferring stolen property, destruction of property, petit larceny, and person prohibited from possessing firearms.

* Brandy D. Baker, 32, in custody at the North Central Regional Jail, was indicted on charges of fraudulent schemes, grand larceny and six counts of fraudulent use of an access device.

* Anthony Scott Boling, 41, in custody at the North Central Regional Jail, was indicted on four counts of fraudulent use of an access device.

* Ricky Lee Brown Jr., 27, Parkersburg, was indicted on charges of child abuse resulting in injury, child abuse creating risk of injury, domestic battery and domestic assault.

* Jason Dean Buckingham, 36, in custody at the South Central Regional Jail, was indicted on charges of possession of a controlled substance with intent to deliver and grand larceny.

* Aaron Burke, 35, 1011 31st St., Parkersburg, was indicted on two counts of delivery of a controlled substance and maintaining a dwelling for keeping controlled substances.

* Joshua Allen Campbell, 34, in custody at the North Central Regional Jail, was indicted on a charge of forgery of a public record.

* David Paul Caplinger, 23, and Chelsea Dawn Nuzum, 24, both of 416 Gladstone St., Parkersburg, were named as co-defendants charged with child neglect resulting in injury, conspiracy to commit child neglect resulting in injury and five counts of child neglect creating the risk of injury.

* Sylvia L. Casto, 48, 1100 19th St., Vienna, and Brandi D. Barker, 32, in custody at the North Central Regional Jail, were named as co-defendants. They were charged with two counts each of delivery of a controlled substance and conspiracy to commit delivery of a controlled substance. Casto was also charged with two counts of possession of a controlled substance with intent to deliver and one count of maintaining a dwelling for keeping controlled substances.

* Gabriella L. Chaffin, 18, 4110 13th Ave., Parkersburg, and Emily Proscia, 20, 718 Eighth Ave., Parkersburg, were indicted on charges of first-degree robbery, conspiracy to commit first-degree robbery, malicious assault and assault during the commission of a felony.

* James Edward Cook, 39, 515 Angel Ridge Road, Ripley, was indicted on charges of fraudulent scheme and escape by persons in custody of institutions or officers.

* Philip Earl Cownden Jr., 48, 905 Seventh St., Parkersburg, was indicted on charges of destruction of property and third-offense driving on a license revoked or suspended for DUI.

* Joseph E. Cunningham, 39, 703 Locust St., Parkersburg, was indicted on two counts of burglary and one count each of conspiracy to commit burglary and petit larceny.

* Kelly Sue Cunningham, 34, 2601 New York Ave., Parkersburg, was indicted on charge of child neglect creating risk of injury.

* Ashley Curry, also known as Ashley Renee Curry Vaughn, 39, in custody at the Lakin Corrections Center, was indicted on charges of second-offense possession of a controlled substance with intent to deliver and keeping or maintaining a dwelling for keeping controlled substances.

* Sylvia M. Cutler, 27, in custody at the North Central Regional Jail, was indicted on charges of possession of a controlled substance with intent to deliver and possession of a controlled substance, fentanyl, with intent to deliver.

* Jason Anthony Dick, 39, in custody at the North Central Regional Jail, was indicted on charges of fleeing from an officer in a vehicle with reckless indifference, fleeing from an officer on foot and obstructing an officer.

* Bryson J. England Jr., 60, in custody at the North Central Regional Jail, and Brianna Sharadai Hanspard, 23, in custody at the South Central Regional Jail, were named as co-defendants. England was indicted on eight counts of delivery of a controlled substance, two counts of possession of a controlled substance with intent to deliver, one count each of conspiracy to commit possession of a controlled substance with intent to deliver and keeping or maintaining a dwelling for keeping controlled substances.

* Thomas Allen Fesler Jr., 37, in custody at the North Central Regional Jail, was indicted on charges of embezzlement and grand larceny by embezzlement.

* James Paul Foster II, 50, in custody at the North Central Regional Jail, was indicted on charges of fleeing from an officer in a vehicle with reckless indifference, possession of a firearm by a prohibited person, six counts of delivery of a controlled substance and two counts of possession of a controlled substance with intent to deliver.

* Morgan M. Francis, 32, 4801 Second Ave., Apt. 3, Parkersburg, was indicted on charges of counterfeiting, uttering and fraudulent use of an access device.

* Matthew Davis Gonzales, 32, 2305 Millbrook Road, Parkersburg, and Shea N. Lyons, 33, 2605 Riverview Drive, Belpre, were indicted as co-defendants. Gonzales was indicted on eight counts of second-offense possession of a controlled substance with intent to deliver, conspiracy to possess a controlled substance with intent to deliver and possession of a firearm by a prohibited person. Lyons was indicted on possession of a controlled substance with intent to deliver and conspiracy to commit possession of a controlled substance with intent to deliver.

* Holly M. Goodson, also known as Holly M. Miller, 34, 1028 Avery St. Apt. 1, Parkersburg, was indicted on a charge of third-offense driving on a license revoked or suspended for DUI.

* Joshua Caleb Grady, 35, 1019 12th St., Parkersburg, was indicted on two counts of child neglect creating the risk of injury.

* Brandon Michael Harshbarger, 27, in custody at the North Central Regional Jail, was indicted on three counts of possession of a controlled substance with intent to deliver.

* Jonathan Lee Johnson, 38, 3976 Harris Highway, Washington, W.Va., was indicted on two counts of possession of a controlled substance with intent to deliver.

* Scott Edward Joy, 38, 4008 Second Ave., Parkersburg, was indicted on charges of wanton endangerment involving a firearm, brandishing, use or presentation of a firearm during the commission of a felony, domestic assault, assault, obstructing an officer and possession of a firearm by a prohibited person.

* Brent William Joyce, 42, in custody at the North Central Regional Jail, was indicted on three counts of burglary and one count of destruction of property.

* Angere Deontae-Duane Kerney, 21, in custody at the Salem Correctional Center, was indicted on five counts of second-offense possession of a controlled substance with intent to deliver.

* James G. Lake, 30, in custody at the North Central Regional Jail, indicted on charges of fleeing from an officer with reckless disregard and receiving or transferring a stolen vehicle.

* Aloha R. Lambert, 29, 608 Charles St., Parkersburg, indicted on charges of child abuse resulting in injury, child neglect creating the risk of injury and strangulation.

* Kevin Mason, 22, 2907 Fairview Ave., Parkersburg, was indicted on a count of failure to appear.

* Paula Ann McDonald, 64, 511 Happy Valley Lane, Parkersburg, was indicted on charges of fleeing from an officer while under the influence of a firearm, fleeing from an officer with reckless disregard and second-offense DUI.

* John Michael McGee, 34, 718 Eighth Ave., Parkersburg, was indicted on charges of fraudulent use of an access device, petit larceny, transferring stolen property and two counts of receiving stolen property.

* Cody R. Miracle, 44, 2502 Brooklyn Drive, Parkersburg, was indicted on charges of third-offense driving while in an impaired state, third-offense driving on a license revoked or suspended for DUI.

* James Edward Mitchell, 44, 1606 Nestling Drive, Columbus, was indicted on two counts of possession of a controlled substance with intent to deliver.

* Chester Dwayne Moyers, 46, 650 31st St., Parkersburg, was indicted on two counts of uttering.

* Tina Rose Munday, 48, 1610 Ohio 339, Belpre, indicted on charge of embezzlement and nine counts of fraudulent use of an access device.

* Jackie Anne Nay, 29, in custody at the North Central Regional Jail, was indicted on charges of fraudulent use of an access device, malicious assault, second-offense domestic battery and two counts of third-offense shoplifting.

* Stephen Ray Neff Jr., 43, in custody at the North Central Regional Jail, was indicted on charges of third-offense driving while in an impaired state, third-offense driving while in an impaired state causing bodily injury and crashes involving personal injury.

* Nicholas Patterson, 35, 2210 Murray St., Belpre, was indicted on a charge of failure to appear.

* Brian Michael Peters, 33, 173 Kill Deer Lane, Washington, W.Va., was indicted on a charge of third-offense driving on a license revoked or suspended for DUI.

* Maria C. Piersol, 48, in custody at the North Central Regional Jail, was indicted on five counts of wanton endangerment involving a firearm, assault, obstructing an officer and brandishing.

* Michael Pinkerton, 39, in custody at the North Central Regional Jail, was indicted on two counts of receiving or transferring stolen vehicle.

* Mark J. Province, 47, 1111 Lynn St., Parkersburg, was indicted on four counts of burglary and fleeing from an officer with reckless indifference.

* Kaitlin Pryor, 23, in custody at the North Central Regional Jail, was indicted on charges of possession of a controlled substance with intent to deliver, failure to appear and keeping or maintaining a dwelling for keeping controlled substances.

* Kendall S. Ray, 30, 1613 14th Ave., Parkersburg, was indicted on a charge of fraudulent use of an access device.

* Brandon Roush, 29, in custody at the North Central Regional Jail, was indicted on counts of forgery, four counts of uttering, driving in an impaired state with a minor and child neglect creating risk of injury.

* Matthew James Sinclair, 28, 1241 Madison Chase, Apt. 3, W. Palm Beach, Fla., and Blake Piggott, 23, in custody at the North Central Regional Jail, were indicted as co-defendants. They were indicted on two counts each of possession of a controlled substance with intent to deliver and conspiracy to commit possession of a controlled substance with intent to deliver. Piggott was also indicted on a charge of keeping or maintaining a dwelling for keeping controlled substances.

* Mark M. Smith, 28, 2104 12th Ave. A1, Parkersburg, was indicted on charges of possession of a controlled substance with intent to deliver, fleeing from an officer while DUI and fraudulent disposition of personal property.

* Jason Spiker, 43, 1684 Big Tygart Creek Road, Mineral Wells, was indicted on two counts of failure to provide notice of registration changes.

* Joshua Ryan Stephens, 26, 640 WPA Road, Walker, was arraigned on charges of delivery of a controlled substance within 1,000 feet of a school and delivery of a controlled substance.

* Joseph P. Stukey, 32, 800 Seventh St., Apt. 1, Parkersburg, was indicted on five counts of second-offense possession of a controlled substance, possession of a firearm by a prohibited person and keeping or maintaining a dwelling for keeping controlled substances.

* Ashley Tanner, 19, 13949 Coolville Ridge Road, Athens, Ohio, was indicted on two counts of false pretenses and three counts of obtaining property in return for a worthless check.

* James Richard Vance III, 20, 7001 Pike St., Mineral Wells, was indicted on a charge of malicious assault.

* Samuel Albert White Jr., 27, 1005 29th St., Parkersburg, was indicted on two counts of child neglect creating risk of injury.

* Pamela Ann Willard, 58, 2606 26th Ave., Parkersburg, third-offense shoplifting.

* Britney Ann Willis, 32, and Sylvester J. Thomasson, 57, both of 1011 18th St., Parkersburg, were indicted as co-defendants on charges of child neglect creating the risk of injury and conspiracy to commit child neglect creating the risk of injury.

* Douglas Willoughby, 44, 1931 Bergen St., Floor 2, Brooklyn, N.Y., indicted on charge of possession of a controlled substance with intent to deliver.
