Suspects indicted on sexual assault, abuse charges

HARRISVILLE — Four suspects in three separate cases were indicted this week by the Ritchie County Grand Jury on a combined 92 charges of sexual assault and sexual abuse involving minors.

Also indicted was a Harrisville man charged with two counts of attempted murder and one count of malicious assault.

Jerry A. Donley, 39, of Pennsboro, faces 40 counts, including 14 charges of sexual abuse by a custodian, 13 charges of incest, nine of first-degree sexual abuse and four of second-degree sexual assault. According to the indictment filed in Ritchie County Circuit Court, the incidents all involved a single minor and occurred between September 2016 and May of this year.

Donley is out of custody on a $60,000 bond, Ritchie County Prosecutor Samuel C. Rogers II said.

The 32 charges against Allen D. Elliott, 45, of Harrisville, involve three alleged victims and span a period of nearly two decades.

Elliott was indicted on two counts each of second-degree sexual assault and sexual abuse by a custodian from incidents involving the same victim between 1994 and 1998. Three charges of first-degree sexual assault, seven charges of second-degree sexual assault and 10 counts of sexual abuse by a person in a position of trust involve another minor, between January 1998 and December 1999.

The remaining eight charges — one count of first-degree sexual assault, three counts of second-degree sexual assault and four counts of sexual abuse by a custodian — come from incidents between January 2009 and December 2013 involving a third minor.

Elliott is in custody at the North Central Regional Jail on a $100,000 bond.

Husband and wife Paul S. Hadden and Joanna M. Fleming of Harrisville were indicted on 12 and eight charges, respectively. Hadden, 45, faces six counts each of second-degree sexual assault and sexual abuse by a custodian, while Fleming, 22, is charged with four of each of the same counts.

Fleming was released on a $60,000 bond, Rogers said, while Hadden remains in custody at the North Central Regional Jail on a $45,000 bond.

Those three cases are unrelated, Rogers said.

“Unfortunately, yeah,” he said. “We just have too many of them.”

Also indicted was Burton L. Anderson Jr., 52, of 404 Mayberry Run Road, Harrisville, charged with two counts of attempted murder and one count of malicious assault for allegedly running over Larry L. Foster II in March 2016. Rogers said Anderson was reindicted after the charges had to be dismissed for technical reasons. He’s scheduled to be arraigned on Oct. 11.
