Vienna City Council fixes ordinance conflict

VIENNA — An ordinance to repeal an ordinance regarding pay periods passed its first reading during Thursday’s Vienna City Council meeting.

In a 6 to 1 vote the ordinance to repeal 151.07 was passed and will have a second reading at the next regular meeting set for 7 p.m. March 9.

Mayor Randy Rapp said Amy Roberts, finance director, found the city’s ordinance calls for employees to have 24 pay periods each year, but Vienna employees were receiving 26 each year.

“By doing this it will reduce confusion,” Rapp said. “We will continue to have 26 pay periods; it’s just to fix a discrepancy in our orders.”

However, Councilman Bruce Rogers objected to the repeal.

“Why can’t we just amend the ordinance to make it 26?” he said. “What we have now is a contract with the employees.”

Ross Skogstad, city attorney, said the city having an ordinance setting pay periods was unnecessary.

“It doesn’t matter,” he said. “Pay periods are set by state code and there are many jobs required by law to have 26 pay checks in a year.”

Council approved the repeal with Rogers casting the only dissenting vote.

Roberts briefly discussed the upcoming budget with council.

Roberts said she and department heads have gone over the department budgets and made adjustments to some line items.

Any council member who has a question on the recommendations can contact her or a department head, Roberts said.

Roberts said by the end of next week she will have the final figures on the city’s health care costs and an estimate from the assessor on the amount of property tax the city will receive.

In other matters, Rogers said the floor for the new gym at the senior citizens center has been laid and stripes have been applied for chair volleyball and pickleball.
