Alleged drug trafficker among 24 indicted by Washington County grand jury

MARIETTA — A New Matamoras man accused of trafficking in and possession of significant amounts of heroin and cocaine was among the 24 people indicted by the Washington County grand jury this week.

Timothy D. Dunn, 48, of 605 Fourth St., New Matamoras, was indicted on 25 counts, including one count of trafficking in heroin, a second-degree felony; one count of possession of heroin, a second-degree felony; and one count of trafficking in cocaine, a third-degree felony.

Additionally, Dunn was indicted on two counts of aggravated trafficking in drugs, one third-degree felony and one fourth-degree felony, and two counts of aggravated possession of drugs, one fourth-degree felony and one fifth-degree felony.

Dunn was also indicted on one count of trafficking in drugs, a fifth-degree felony; one count of possession of drugs, a fifth-degree felony; three counts of possessing criminal tools, all fifth-degree felonies; and one count of tampering with evidence, a third-degree felony.

For counts one through 15, a search warrant was conducted on July 22, 2015, during which pill bottles were allegedly found floating in Dunn’s toilet. According to Washington County Assistant Prosecutor Jeremy Wolfe, there were more than 10 grams of cocaine and more than 10 grams of heroin in Dunn’s residence, as well as oxycodone, diazepam, amphetamine, $364 and two sets of digital scales with cocaine residue on both of them.

“There were a lot of bags of different controlled substances laying around the basement on TVs, dressers, whatever; a lot of those looked like they were thrown behind stuff and they were wet, indicating that they were probably in the toilet,” said Wolfe. “He tried to flush them but wasn’t able to… he tried to hide them real quick.”

Dunn posted bond, and on Aug. 30, 2015, was pulled over in a traffic stop on Interstate 77 in the Macksburg area after reports were made saying he was coming back from Columbus with a new shipment.

A small amount of cocaine was discovered as well as a crack pipe and two cell phones. He was transported to the Washington County Jail and posted bond.

Wolfe noted the amount of drugs present seemed significantly less than expected.

“It didn’t make any sense based off of the information they had,” he said. “The fact that he didn’t have any more on him after making that trip was puzzling.”

However, the supervising officer found later after searching his cruiser more than 20 grams of cocaine and heroin in vacuum-sealed bags shoved up under the cage of the police vehicle.

“When he was being transported, he had kicked it under (the cage) to keep it hidden,” said Wolfe. “Probably, before transporting his next prisoner, since it’s protocol to check, he noticed it.”

Counts 22-25 came from a search warrant of his house on Feb. 19 where, according to Wolfe, 5 to 10 grams of heroin were discovered along with 5 grams of cocaine, a digital scale and $763 in cash.

Other indictments included:

* Anthony E. Bowell, 36, of 207 Lancaster St., Marietta, was indicted for one count of passing bad checks, a fifth-degree felony. Bowell allegedly passed 17 bad checks to Jukebox Pizza of Waterford between the week of Nov. 24 and Dec. 1 of 2015.

* Terry T. Riel, 19, and Charlotte A. Johnson, 19, of 1341 Spring St., Parkersburg, were both indicted for one count of burglary, a third-degree felony, and one count of grand theft, a third-degree felony.

The two allegedly stole a Romanian 7.62×39 semi-automatic assault rifle. According to Washington County Prosecutor Kevin Rings, their blood and fingerprints were recovered from the crime scene.

* Thomas R. Voisinet, 35, of 485 Muskingum River Road, Marietta, was indicted for one count of failure to comply with the order or signal of a police officer, a third-degree felony; one count of tampering with evidence, a third-degree felony; one count of aggravated possession of drugs, a fifth-degree felony; and one count of possession of heroin, a fifth-degree felony.

Officers tried to initiate a traffic stop on Oct. 17 when law enforcement reported Voisinet fleeing the scene. Allegedly, Voisinet initiated a chase into Oak Grove and back to the 1300 block of Gilman Street, Marietta, where he ended up throwing a glass pipe into the woods and was found with a small amount of cocaine.

* Jennah Robinson-Luckeydoo, 28, of 435 Francis Road, Lowell, was indicted on one count of theft from a person in a protected class.

Robinson-Luckeydoo was a state-tested nurse’s aide at the Arbors at Marietta. According to law enforcement, she stole a Bob Evans gift card and $40 from a resident she knew.

* Raymond F. Goodwin Sr., 43, of 106 Grandview Ave., Marietta, was indicted on one count of robbery, a third-degree felony, and one count of grand theft of a motor vehicle, a fourth-degree felony.

Raymond F. Goodwin Jr., 23, of Grandview Ave., Marietta, was also indicted for one count of complicity in robbery, a third-degree felony, and one count of complicity in a grand theft of an automobile, a fourth-degree felony.

In June 2016, the two allegedly stole a 1985 Ford F-250 and several packs of cigarettes from the Dalzell Store. The truck was found in Kentucky with the store’s cigarettes.

* Trent D. Mason, 27, of 215 Franklin St., Marietta, was indicted for one count of possession of drugs, a fifth-degree felony. On April 3, Mason was  reportedly found with a small amount of methamphetamine.

* Michael C. Leonard, 32, of 5110 Lytel St., Pittsburgh, was indicted for one count of trafficking in marijuana, a fifth-degree felony, and one count of possessing criminal tools, a fifth-degree felony.

Officers reported Leonard leaving the Locker Room Sports Bar and committing multiple traffic violations in March. According to law enforcement, after a search, he was found with marijuana and a cell phone that indicated he was making possible drug transactions. He also had $548 on his person and several individual bags in his vehicle.

* Bo D. Ladeaux, 27, of 601 Barclay St., Lot 1, Belpre, was indicted for one count of domestic violence, a fourth-degree felony; one count of aggravated menacing, a first-degree misdemeanor; and one count of disorderly conduct, a minor misdemeanor.

Ladeaux allegedly got into an argument on July 31 with his girlfriend at their residence when he threatened to kill her, grabbed her by the head and punched her. He made threats of serious physical harm while the two were intoxicated. The two share a child.

* Harold D. Angus III, 39, of 4081 Veto Road, Vincent, was indicted on one count of operation while under the influence of alcohol or drugs, a fourth-degree felony. On March 9, Angus was allegedly driving under the influence of alcohol. He has had five or more convictions within the previous 20 years.

* Nick L. Losey Sr., 53, of 111 West Montgomery St., Lot 10, Marietta, was indicted on one count of trafficking in heroin, a first-degree felony; one count of possession of heroin, a second-degree felony; one count of aggravated trafficking in drugs, a second-degree felony; three counts of aggravated possession of drugs, third-degree felonies; and four counts of possessing criminal tools, fifth-degree felonies.

According to Wolfe, Losey was found in his residence with four sets of individual scales, hydrocodone, phetanyl, more than 10 grams of heroin and around 4 grams of methamphetamine. An iPhone was also allegedly found.

“There was a lot of drug talk on his iPhone with quoting prices and amounts,” said Wolfe.

Felony counts were raised on counts one and three because juveniles were present in the home.

* Deandre A. White, 43, of 2684 Glenbriar St., Columbus, was indicted on one count of felonious assault, a second-degree felony, and one count of retaliation, a third-degree felony.

While in common quarters in the Washington County Jail, White allegedly got into an argument with fellow inmate Cory Meeks and punched him in the face on Oct. 10. According to Wolfe, White believed Meeks to be an informant to the task force in the past.

* Brett A. Huck, 21, of 2999 Righteous Ridge Road, Waterford, was indicted on three counts of unlawful sexual conduct with a minor, all fourth-degree felonies.

Huck, who was 19 at the time, allegedly engaged in sex with a 14-year-old male. The instances occurred between August and October of 2014.

* Ethan W. Ash, 28, of 1365 Gilman Ave., Marietta, was indicted on one count of grand theft, a fifth-degree felony. Ash allegedly stole money (anywhere from $1,000 to $7,500) from the cash register at Marietta Polaris between May and June.

* Jaylen M. Richard, 18, of 1040 Grantsville Road, Little Hocking, was indicted for one count of theft, a first-degree misdemeanor, for allegedly stealing popsicles from Little Hocking Elementary School on May 31, the last day of school.

* Michael S. Ayers, 33, of 2402 Norris Ave., Belpre, was indicted on one count of failure to appear, a fourth-degree felony.

* Megan C. Roach, 24, of 804 Fourth St., Marietta, was indicted on one count of failure to appear, a fourth-degree felony.

She was originally charged with one count of possession of controlled substances, one count of having weapons while under disability, one count of receiving stolen property, two counts of trafficking in drugs and one count of possessing a defaced firearm.

* Charles L. Augenstein, 63, of 736 Greene St., Apt. 23, Marietta, was indicted on two counts of inducing panic, both first-degree misdemeanors.

Allegedly, Augenstein entered a doctor’s office and threatened to blow something up with bombs.

* Vickie M. Thompson, 33, of 300 Starlight Drive, Lot 40, Marietta, was indicted on one count of theft, a fifth-degree felony, and one count of criminal trespass, a fourth-degree misdemeanor.

According to Rings, Thompson stole 112 items at Wal-Mart, equaling around $1,000 in merchandise.

* Michael S. Hatch, 23, of 504 1/2 Court St., Parkersburg, was indicted on one count of improperly handling firearms in a motor vehicle.

On Sept. 10, Hatch had allegedly been drinking when he was pulled over and was found to have a loaded firearm at his hip and another in his glove box.

* Joseph E. Wolfe, 31, of 1401 Washington Ave., Parkersburg, was indicted for one count of trafficking in heroin, a fourth-degree felony. Wolfe was allegedly selling heroin in excess of 1 gram in Belpre in October of 2015.

* Justin Flanagan, 21, of 910 30th St., Parkersburg, was indicted for one count of trafficking in heroin, a fourth-degree felony. In October 2015, Flanagan was allegedly selling heroin in excess of 1 gram in Belpre.
