Elkins woman arraigned on charge of child abuse

PARKERSBURG – An Elkins woman was charged with child abuse Saturday night at a Seventh Street motel.

Officers responded to a call about child abuse at 11 p.m. at the Econo Lodge, 1954 Seventh St., and spoke to Jessica Beth Daugherty, 30, 122 Heavener Ave., Elkins, who smelled of alcohol and appeared to be intoxicated, Sgt. Greg Collins, a spokesman for the Parkersburg Police Department, said. The only other adult in the room, a 23-year-old female, also appeared to be intoxicated, he said.

A young female child was in a bed, Collins said. Daugherty was taken into custody for felony child neglect creating a substantial risk of serious bodily injury or death, he said.

The criminal complaint in Wood County Magistrate Court filed by Sgt. M.E. Board said Daugherty had suspected Adderall crushed in a spoon and a hypodermic needle on the counter. Additional suspected crushed Adderall was in an ashtray on a table in the room and hypodermic needles were observed on the floor in the room, Collins said.

Three knives were located within reach of the child, he said. All items listed were accessible by Daugherty’s 4-year-old daughter, Collins said.

Child Protective Services was called and a suitable family member eventually arrived and the child was released to her custody, Collins said.

Daugherty was arraigned in magistrate court and placed in the North Central Regional Jail after failing to post a $10,000 bond, Collins said.
