Webinar to focus on government, finance

PARKERSBURG — AGA Mid-Ohio Valley Chapter is sponsoring the webinar “Infrastructure Financing with State and Local Government” 2-4 p.m. March 7 on the Fiscal Service campus, 200 Third St., Parkersburg.

It is free to the public and will be presented by Can Chen, Ph.D., assistant professor of public administration, Department of Public Administration, Florida International University, and John Bartle, Ph.D., Fellow, National Academy of Public Administration, dean of College of Public Affairs and Community Services, University of Nebraska at Omaha.

Local governments play a key role in funding, operating and maintaining infrastructure; however, governments are facing a serious infrastructure deficit and are struggling to find new ways to finance the needed expansions, upgrades and repairs, officials said.

Meeting the infrastructure financing challenge has emerged as one of the most urgent issues facing the country, officials said. To bridge the financing gaps, local governments have turned to creative ways of financing public infrastructure investments.

The session will describe the range of local infrastructure financing mechanisms currently in use, recent innovations in local infrastructure financing, and illustrations of these new options. The audience will be encouraged to share their innovations and include discussion of the challenges in implementing these new alternatives.

Learning objectives include traditional practices in infrastructure finance, innovations in infrastructure funding, such as new taxes and value capture, new financing mechanisms, including credit assistance and new bond and debt financing tools, new financial arrangements, such as public-private partnerships, philanthropic options and investment funds, and limitations and challenges in implementing new financing options.
